The Minister of Energy, Water Resources and Irrigation, Deepak Khadka, has stated that the Executive Director of Nepal Electricity Authority, Kulman Ghising, was given zero marks because he did not participate in the performance evaluation.

Minister Khadka said this while answering the questions raised in the Thursday meeting of the House of Representatives.

If the student does not participate in the examination, how many marks will he get? He replied by saying . He accused the Executive Director Ghising of neglecting the agreement with the government by not delivering the performance within the stipulated time .

He said that no one is above the constitution and mentioned that everyone should follow the law . Ghising said that he was given a zero number because he did not know the government. 

He said, "He did not request performance this August." There is no evaluation. After August passed, he was reminded in writing in October. Since you didn't submit the performance, it was ignored . And, once he brought it to the press, he himself gave the number and gave it to the ministry that 98 percent of me has come. What does it mean if a student doesn't appear in the exam how many marks will he get ? That's why I had to be told that he is above the law, and also written in the constitution. The arrangement we brought is not like that . All citizens will live under this constitution . Obeying the law is everyone's responsibility. That's why he got zero number . He didn't know knowingly, he didn't know by being afraid.'
