The Ministry of Home Affairs has started preparations to stop the trend of assigning Deputy Secretary to the Chief District Officer (CDO) post of Joint Secretary. Although there is a post of joint secretary, now in 10 districts the deputy secretary is in charge of CDO. The government has already transferred joint secretaries to home to replace them.

In 61 out of 77 districts, joint secretary is CDO. But since the joint secretary is not considered to be a CDO in the remote districts, the government sends a deputy secretary. On the basis of political access and personal relationships, there is a tendency to send the Deputy Secretary as CDO.

The government has been criticized for making the deputy secretary a CDO in the district where there is a post of joint secretary. This time, an official of the Ministry of Home Affairs said that preparations are being made to end the trend of sending undersecretaries. 

  Last Monday, the government appointed 17 joint secretaries to the Ministry of Home Affairs, including the Ministry of Federal Affairs and General Administration, the provinces, etc. Some of the 48 Joint Secretaries of the Administration Service who were promoted on January 26 have also been sent home. According to sources, some joint secretaries who aspire to become CDOs have arranged their transfer to the home using political access. 

The government has transferred two joint secretaries at home. The government is planning to make CDOs in different districts from among those transferred at home. "Earlier, there was a problem because the senior joint secretary was too weak and did not want to go to the small district. This year, those who were recently promoted to joint secretary did not go to the district  I believe that they are not saying

," said an official of the home. Spokesperson and Joint Secretary of Home Ramchandra Tiwari informed that the internal management of Joint Secretaries is going on. 

A joint secretary who was transferred said that the post of CDO is not enough for everyone. "It seems that the federal ministry has moved with the mindset that it is the work of the home, no matter what you do," he said. At home, three joint secretaries are currently in the additional group for various reasons. Of the newly transferred people, 10 have been made CDOs and others have to remain in the 'baranda'.

'Some deputy secretaries do not withdraw from CDO under the guise of political power,' the home source said,  'There are also joint secretaries who do not get the position they have chosen. The ministry cannot do anything for them.' 

Spokesperson and joint secretary of the Ministry of Federal Affairs, Kali Prasad Parajuli, said that the joint secretary was transferred according to the vacancies at home. In the districts of Doti, Dadeldhura, Baitadi, Dailekh, Ramechhap, Arghakhanchi, Salyan, Pyuthan, Jumla and other districts, the post of joint secretary is CDO deputy secretary. A deputy secretary of the federal ministry's personnel administration division said, "It is wrong to increase the post of joint secretary so that the state is burdened just to get the promotion."
