Madhav Prasad Regmi, Chairman of the Public Service Commission, has said that the issuance of an ordinance to advance the process of hiring employees on a wage or contract basis is against the 'merit system', contrary to the State Civil Service Act, which was issued by the Gandaki state government two years ago.

Chairman Regmi said in the meeting of the Federalism Strengthening and National Concerns Committee under the National Assembly on Thursday that the provincial government cannot hire temporary and contractual employees through an ordinance. He said that when the government itself brings an ordinance and fills the posts of employees, nepotism and nepotism will get relief.

'Gandaki provincial government has introduced an ordinance, the provincial government could not work due to the lack of employees, so when appointing employees on contract wages, it was done with the intention of doing the work of the province. But as the chairman of the Public Service Commission, the state government has issued an ordinance which has advanced the process of employee appointment. It is against the merit system. That cannot be done,' he said. 

Chairman Regmi emphasized that the federal structure should be filled by federal laws and not by court orders. He said that it is necessary to draft a law related to the federal civil service as soon as possible so that the various issues of the pending cases and the orders from the court can be properly addressed. 

The 65th annual report of the Public Service Commission for the fiscal year 2080/81 was discussed in the committee meeting on Thursday.
