The Maoists are doing their homework saying that they will start a 'socialist model' in the municipalities they have won. After the last Central Committee decided to start socialist studies at the local level, the two-day workshop has started from Saturday.

Inaugurating the workshop, Maoist Chairman Pushpa Kamal Dahal directed all parties led by the party to develop a 'people-centered socialist model'. In the last local elections, the Maoists won 123 municipal chiefs and 134 deputy chiefs. Out of 753 municipalities, 326, Congress 27, UML, Independent 13 and other parties won 84.

'The municipality won by the Maoists should become a model and be recognized as different from afar,' he said, 'to start a socialist economy, culture and style from the local level, it is not a continuation of the old, it is time to start a new one. These are strategic seats for the socialist model.'

He said that while building the theoretical debate of socialism practically from the local level, on the one hand, socialism will be practiced from the local level. "For the practice of socialism according to local characteristics, people should now develop programs that make them feel different," he added. Similarly, Bara Jitpur Simra sub-metropolitan chief Rajan Paudel said that the hospital operated by his municipality provided better free services than the provincial hospital.

Renu Dahal, head of Bharatpur Metropolitan Municipality, said that infrastructure construction has been made extensive. "In addition to improving education and health services, we have done 9,000 kilometers of roads and embankments in the Narayani area," he said.

The former Vice Chairman of the National Planning Commission, Meen Bahadur Shrestha, said that the model of development oriented towards socialism was necessary and trained the municipal chief and deputy chief. Similarly, Shrestha informed that independent party won 79.67 percent and other parties got 72.96 percent.

Another presenter, Somat Ghimire, mentioned that capitalism creates differences with socialism, and said that if there is community federalism, the local chiefs will work together. The authority should be given to the local government.

In the municipality, such cooperatives should seek the possibility of selling local products through agreements with other municipalities, increase production based on local characteristics, establish small and medium-sized industries based on agriculture, and increase youth participation in agriculture through the process of marketing through cooperatives.

Municipalities have prioritized the implementation of their land-use policy, studied by geological experts, determined areas for safe settlement construction, market construction areas and productive areas and proceeded with the work in a planned manner, taking a policy of not keeping the land barren as much as possible, and making the land more productive through the process of subsidies through the facilitation of the local government.

"Decades of experience have proven that not only the foundation of socialism will not be prepared, but the national economy will collapse unless the land is utilized to the maximum extent under the land use policy and the road to self-sufficiency in agriculture is adopted," the report states.
