Against the order of the Supreme Court, around 3 dozen municipalities have given a public holiday on February 1 to celebrate the 'People's War Day'. Some municipalities are holding various programs up to the ward level to celebrate the day the armed conflict started in 2052 as 'People's War Day'.

 

In 2079, the government led by Pushpa Kamal Dahal took a formal decision for the first time to give a public holiday on February 1 every year to celebrate 'Janyuddha Diwas'. Although public holidays were given according to the decision of the government that year, it was banned by the Supreme Court from 2080. 

While hearing the writ filed by the conflict victims in the court against the decision of the Council of Ministers, the Supreme Court ruled that the decision to grant a public holiday on February 1 is against the spirit of the Constitution. The bench of Supreme Court Justices Anand Mohan Bhattarai and Mahesh Sharma Paudel canceled the public holiday on December 13 last year.

Although the union government did not grant the holiday after the Supreme Court's order, some local levels gave a holiday on February 1 last year for 'Janyuddha Diwas'. This year too, a holiday has been announced in the municipality where the Maoists won the election. The municipality has made a decision for the holiday from the executive meeting.

A public holiday has been declared in 7 of the 10 localities of Rolpa, which are considered to be the base areas of the Maoist armed rebellion. A public holiday has been given to Rolpa Municipality along with Sunil Smriti, Lungri, Madi, Sunchahari, Thabang and Pariwartan Rural Municipality to celebrate the 'People's War Day'. In Rolpa's Triveni, Runtigadhi and Gangadeo Rural Municipality, no leave has been given. In Triveni, UML and Congress in Runtigadhi and Gangadeo have won the chairmanship. 

Dhan Bahadur Punmagar, president of Sunchahari rural municipality informed that the decision to celebrate holidays by organizing cultural, sports and other programs was made by the executive meeting on January 9. 

According to him, during the armed conflict, 182 people were killed by the state side and 25 by the then rebel side in the municipality. In Jelbang, which is in Sunchahari alone, 73 people lost their lives due to both the government and the rebels.

Chief Administrative Officer Nagendra Prasad Rizal said that according to the decision made by Rolpa's Sunil Smriti Rural Municipality on January 18, a public holiday was given on February 1. Suk Bahadur Budhamgar, chairman of the municipality, said that in Rolpa Pariwartan Rural Municipality, up to the ward level has been called to celebrate the 'People's War Day' with a 'creative program'.

In Rukum West, Triveni, Saniveri and Bafikot rural municipalities and Chaurjahari and Aathbiskot municipalities have decided to give public holidays. Among them, Bafikot rural municipality has a president elected by Congress. After the public holiday of 'Janyuddha Diwas' was given as a public holiday, Janak Kumar Batha, the president of the municipality, faced strong opposition within the Congress. Chandrasekhar KC, a student leader close to the Congress, filed a petition in the Supreme Court against the decision. Hearing it, the bench of Supreme Court Justice Nityanand Pandey issued a show cause and interim order.

After the interim order, Bafikot Rural Municipality has canceled the 'Jan Yuddha Day' and issued another notice and given a public holiday. "On February 1, 2081, the day when the armed struggle started, the starting point of the federal democratic republican governance system, there is a program to honor the families of the 95 martyrs, and on the same day there is a program to honor the families of the 95 martyrs, so a public holiday will be given to all public bodies under this rural municipality," said the notification.

Triveni Rural Municipality has issued a holiday notification on the occasion of the day of the start of the 'Armed Struggle' instead of 'People's War Day'. Saniveri Rural Municipality has also organized a national level 'Maurakhara Guerrilla Marathon' in addition to the holiday, said Birkh Bahadur Bista, the municipal chairman.

Jumla's Sinja and Tila rural municipalities have declared February 1 as a public holiday. Raskot Municipalities, Shubhakalika, Mahavai and Sanni Triveni Rural Municipality of Calikot have given a holiday to celebrate 'People's War Day' by organizing cultural programs. Mudkechula rural municipality of Humla and Nalgad municipality of Jajarkot have given public holidays. Banglachuli Rural Municipality of Dang, Rajapur Municipality of Bardia and Khajura Rural Municipality of Banke are also public holidays on Thursday.

Ramaroshan Rural Municipality of Achham won by the Congress President has given a public holiday. Public holidays have been decided in the said municipality due to the majority of Maoists in the executive. In Gajuri Rural Municipality of Dhading, Chairman Ganesh Lal Shrestha published a notice declaring it a public holiday. But Vice President Sharmila Bisural has issued another notice refuting it. He said that there is no public holiday on February 1 as there is no decision from the executive meeting.

Bagmati Rural Municipality of Makwanpur, Tarakhola Rural Municipality of Baglung and Gandaki Rural Municipality of Gorkha also have a public holiday on Thursday. Martyr Lakhan Rural Municipality of Gorkha has declared a public holiday on February 1 and 2 as the occasion of the 148th Memorial Day of Nepal's first Martyr Lakhan Thapa Magar and his comrade Jaisingh Chumi Rana Magar. Chaunrideurali rural municipality of Kavre has also announced a holiday. In the notification issued by the village president Renuka Chaulagai, it is said that the decision to give a holiday on the occasion of 'Janyuddha Diwas' has been made.

Jantedhunga and Khotehang Rural Municipality in Khotang, Thulung Dudhkoshi Rural Municipality in Solukhumbu, Phattanglung Rural Municipality in Taplejung, Miklajung Rural Municipality in Panchthar and Ramprasad Rai Rural Municipality in Bhojpur have also given a holiday for 'Janyuddh Diwas'.
