Jaspa Nepal, which is supported by the government by giving a vote of confidence to Prime Minister Oli, the union and the state government are not participating anywhere. However, Jaspa split from Nepal and formed under the leadership of Ashok Rai, Jaspa is in the cabinet with two ministries in the federal government. Leaders of the ruling party believe that Yadav has forced the Congress and UML to bend to his political agenda after the sudden increase in 'bargaining' power due to the
ordinance. According to an official of the Congress, he has been prominently raising the issue of the neglect of his party since the formation of the government and the fact that the Election Commission has not updated his party even eight months after the party convention.
While the case of party division was pending in the court, the convention of Jaspa Nepal was held in the last week of May. The update of the newly elected office bearers and central committee from the convention has not been done yet. The commission has been delaying the party division issue as it is pending in the court. Jaspa Nepal President Yadav himself filed a writ in the court saying that it is illegal to divide the party based on the rules when the Act on Political Parties is inactive. Even though JSP Nepal supports the government, Congress-UML has said that they do not want to share power with their party. According to Congress and UML leaders, Jaspa Nepal is trying to move forward by finding solutions to all issues including power sharing. Although Yadav did not say it clearly, he wants to move forward by sharing power between the union government and the Madhesh state government. Jaspa has objected that an ordinance has been introduced to distribute land to landless squatters, landless Dalits and unorganized people and to benefit big real estate businessmen in a wider scope than the eighth amendment made on 28th January 2078. In order to shrink the forest area, an ordinance has been issued so that land can be given in forests, national parks, intermediate areas around reserves, Gauchar, Hatghat and market areas. UML chief whip Mahesh Bertaula said that preparations are being made to present the ordinance to the parliament for decision based on the need. Not only the ordinance, no bill will be passed by the National Assembly without the support of JSP Nepal. A majority in the 59-member National Assembly requires 30 MPs. There are 28 MPs including 16 from Congress, 10 from UML, 1 from Manoneet and 1 from LOSPA in favor of the ordinance. Vamdev Gautam, who was in favor of the ordinance till last Wednesday, changed his bid on Thursday and gave a public statement that he is not in a position to stand in favor of the government's 'business'. The opposition has 26 MPs including 17 from the Maoists, 8 from the United Socialist Party and 1 from the Rashtriya Janamorcha. Even Gautam, who was nominated by the President, stood in the opposition and only 28 MPs will be in favor of the government.
Shyam Ghimire, chief whip of the Congress parliamentary party, said that the ordinance will be put on the agenda of the parliament, not only for one time, but because the number of JSP is essential for the government.
