Prime Minister KP Sharma Oli has said that the ordinance brought by the government will be presented in the parliament only after a few days. Prime Minister Oli said that it will take a few days to discuss with the parties to the question of media persons whether Jaspa, Nepal was opposed to the Ordinance while supporting the government in Parliament House on Sunday.
Prime Minister Oli mentioned that it would take another two/three days to discuss the ordinance with the parties and said, 'Now is not the time to count MPs.'
The government backed away from submitting a proposal to accept the ordinance after being in the minority in the National Assembly. The agenda for ministers to submit a motion to pass the ordinance in both houses of the federal parliament was on Thursday. But after the majority was not secured in the National Assembly even till the last time, the ordinance related proposal was removed from the agenda. Before the
meeting, JSP Nepal's parliamentary party meeting was held at Singh Darbar. In that meeting, the coordinator of the Ordinance Study Working Group, First Vice President Rajkishore Yadav submitted the report to the party president Upendra Yadav. While the meeting of the JSP Nepal Parliamentary Party was going on to decide whether to accept or reject the ordinance, a notice was received that the provisions related to the proposal of the ordinance had been removed from the agenda of both houses. After that, the meeting of the parliamentary party has been adjourned saying that it will be held again on Saturday and a decision will be taken on the matter.
Jaspa Nepal expressed opposition to the ordinance in the Parliament meeting. Chief Whip Rekha Yadav questioned the compulsion of bringing the ordinance in the House of Representatives meeting.
The government has introduced the Privatization (First Amendment) and Economic Procedures and Financial Responsibility (First Amendment) Ordinance to amend some laws related to good governance promotion and public service delivery, land related, cooperative, economic and business environment improvement and investment enhancement. The most controversial of these has been the Land Ordinance. President Ramchandra Paudel himself raised questions about this ordinance.
In the Land Ordinance, it is stipulated that the real estate businessmen can develop and sell the houses within the specified period by taking approval of the land exceeding the limit, and it is stipulated that the land allocated for public purposes cannot be mortgaged or sold.
Jaspa Nepal with 3 seats in the National Assembly is needed every time for the ruling coalition. Be it to pass a bill or to pass a government proposal, that number is not with the coalition. A majority in the 59-member National Assembly requires the support of 30 MPs. There are 28 MPs including 16 from Congress, 10 from UML, 1 from Manoneet and 1 from LOSPA in favor of the ordinance. Vamdev Gautam, who was in favor of the ordinance until Wednesday, on Thursday expressed that he is not in a position to stand in favor of the government's 'business' right now. In opposition, there are 26 MPs including 17 from Maoist, 8 from United Socialist Party and 1 from Rashtriya Janamorcha.
Gautam also stood in the opposition and will be 27 MPs. JSP Nepal, which has 3 MPs, will have a majority in the ordinance if it decides to accept it. If Gautam stands in favor of rejecting the ordinance along with Jaspa Nepal, then the opposition will have a majority.
When there are equal votes for and against the ordinance, there is a situation where the Speaker of the National Assembly, Narayan Prasad Dahal, has to participate in the division of votes. President-nominated MP Dahal was a Maoist leader in the past. There is a constitutional provision that the Ordinance Replacement Bill must be passed within 60 days of the commencement of the session of the Federal Parliament.
