The Chief Minister of Sudurpaschim Province, Kamal Bahadur Shah, has said that the provincial government has not been able to work as expected because the union did not delegate sufficient powers. He stated that provinces and municipalities can work effectively only if the powers are delegated according to the spirit of the constitution and people's sentiments.

Chief Minister Shah complained that the federal government is reluctant to hand over the rights as per the constitution in the 'Mukhyamantri Sanga Kantipur' program conducted by Kantipur Television. "Right now there is no law, staff and security rights. This matter has been raised by the Chief Ministers of all 7 provinces repeatedly in writing and verbally, but it has not been implemented, he said, adding that the distance between the citizens and the parties has increased when people raise questions and work cannot be done.

Chief Minister Shah said that the decision of 2075 to make Godavari, the capital of the Far West, could not be implemented because the union government did not give permission. Rameshwar Chaudhary, a former minister and member of the state assembly of Civil Liberation Party, said that federalism is effective in ensuring and institutionalizing the rights and identity of all. He said that the role of the state government is positive in the restoration of Mukt Kamaiya, Kamlahari and Haliya.

Independent state assembly member Tara Prasad Joshi said that it is sad that the chief minister of the state cannot do anything due to political pressure from the center. The vice president of Rashtriya Prajatantra Party, Romjung Swaran, claimed that the people have to pay taxes to three governments, run the country through remittances, and the tendency of the ward president to become a contractor has raised questions about the system itself. 

President of Kailali Industry and Commerce Association Pushparaj Kunwar said that the compulsion to go to the center to register an industry should end. He complained that the morale of the private sector could not increase because there was not even an industrial zone in the Far West. "Establishing industrial zones in Dudejhari in Kailali and Daijijhela in Kanchanpur has been going on for years, but the work has not yet started," he said. 

Dev Bahadur Bam, president of Navjeevan Cooperative Society, emphasized that the state government should bring a special program to connect with production. Belauri Municipality Chief Potilal Chaudhary informed that the citizens of the southern part of Kanchanpur are facing problems in moving around after 10 pm due to the customs post at Dhangadhi. He said that the central and state governments should bring special programs for the security and development of the citizens of the southern border region. 

The former Chairman of Purvchowki Rural Municipality of Doti, Gilgraj Bogti, said that the provincial government was in trouble because the government was changing plans and could not make procedures according to the law. Civil society leader Pramod Pathak mentioned that federalism is expensive and said that it has affected development. Tharu leader Madhav Choudhary said that although it was expected that tribal people's issues would be heard in federalism, it did not work accordingly.
