The ruling Janata Samajwadi Party Nepal has questioned what compelled the government to bring the ordinance. Jaspa Nepal has also questioned that if the government runs the country by bringing ordinances, the parliamentarians have come to the parliament only to receive allowances.
In Thursday's meeting of the House of Representatives, Jaspa Nepal's chief whip Rekha Yadav also questioned what kind of principle is being established to run the country through the ordinance. Chief whip Yadav, while presenting his views in the House on behalf of the party, said that it is not correct that the country should be run by ordinances in a democratic system. What kind of democracy, what kind of republic, what kind of policy are we practicing? Are you trying to run the country by ordinance? What was the compulsion to bring this ordinance?,' she asked.
Yadav expressed her displeasure saying that the government has to look at the face of the government to run the parliament and that the parliament will not run until the government gives an order. Will the House be imprisoned in this way and run the country through ordinances? His question was. She questioned, 'Why is the House kept captive? After all, why did this ordinance come?'
Yadav said that he heard that the reason why the government brought the ordinance was that it could not be passed by the house. She asked. We have often heard that quorum is not enough in committee meetings, but whose number is more in those committees? Or not the parties in government now? Who has more number of members in that committee? After all, why can't bills be passed by the committee? Hasn't this also been made a prisoner of indecision?,' he said that the government has taken the path of ordinances by making the Parliament and the parliamentary committee prisoners of indecision.
Yadav said that there is a constitutional way to bring an ordinance but there is such an arrangement and it is not right to bring the ordinance some time before the opening of the House. What do we MPs come to Parliament to do? What have we come to gossip about ? Or have we just come to hold the mic and shout? What is our responsibility? I want to ask the government to bring the ordinance through the Speaker, what is our responsibility?,' she asked. Yadav said that the people are going to question the MPs after the government has moved ahead with the law-making by bringing the
ordinance. She said, 'Citizens are going to ask, the country is run by ordinance, what are you going to do in the House? What will be the answer to the question that he went to the House and only got to eat the allowance?'
Yadav said that for the creation of laws, it is necessary to go through the bill according to the rules of the parliament and not through the ordinance.
