It has been found that Haribhakt Shahi, who has been illegally in charge of the Campus Head for 5 years in Public Administration Campus Balkhu, has been doing irregularities by allowing unauthorized persons to participate in the examination. According to campus sources, Shahi has been making his son Newton and nephew Bhupendra participate in the examination for the past few years.

Nephew Bhupendra is working in the examination branch while his son works as an inspector (guard) during the examination. Kantipur has also received the video and CCTV footage of the Newton examination center.

Campus head Shahi has also admitted that people outside the teachers and staff, including his son and nephew, are assigned to the exam. An employee of the campus said that Bhupendra was appointed as a wage earner by the campus head Shahi, while his son Newton got the allowance only when he participated in the examination.

'Sometimes the guard sits in the exam, sometimes the running guard sits,' the employee said, 'When my father is the head of the campus and the head of the center, whatever he does is done. The work up to stealing the cheat sheet is done in the exam hall.'' The employee said that Newton was getting paid from the campus by participating in most of the exams. Last year, the internal audit of Tribhuvan University pointed out the issue of allowing unauthorized persons to take the exam and suggested not to do so.

The campus head Shahi made his son Newton participate in the public administration internal exam conducted on January 18 and also in the examination under the Dean's office conducted in November, according to the professors in the campus. According to the sources, non-teaching staff and non-teaching staff, including sons, were allowed to enter the examination hall in MPA second semester examination conducted in November and fourth semester examination conducted from January 18.

"Even my son's friends come asking to be guarded during the exam," said a professor, "Permanent professors, associate professors, and deputy professors are not guarded in Cover Campus." It is mentioned in the procedure related to the examination of the University 2072 that other than teachers and staff cannot be dismissed. "Examination shifts should be conducted only in such a way that the teaching staff can reach them," said an employee of the Examination Control Office, Balkhu. It should be recommended because it has been monitored. The examination center itself is canceled. There is a provision that the central president can also be suspended and put on the blacklist.

A campus head said that if the teachers and staff of the campus are not enough, civil servants and school teachers can be appointed as inspectors in coordination with the examination control office. "If there is not enough manpower to guard the campus, we have placed teachers in government schools," said the head of the campus.

Last year, Prithvi Narayan Campus in Pokhara posted a complaint to the Directorate of Monitoring of Tertiary Education regarding the appointment of students as exam inspectors. The directorate has sent a letter to the campus warning people other than teachers and staff not to appear in the examination. Officials of the Examination Control Office of the University say that assigning unauthorized persons to the examination arbitrarily is against the code of conduct of the examination. The regulation of public administration including campus examinations falls under the Faculty of Management Dean's office.

Ganesh Adhikari, a retired professor from the public administration campus, said that the campus head Shahi is doing irregularity by assigning those who got in the exam. "Unauthorized people have been made to participate in the exam, in this case, there can be things like who will pass and who will fail. This is known to everyone in the University from the Examination Control Office. But it is depressing," he said.

Agar Shahi, the president of Independent Students' Union of Public Administration Campus, said that he had witnessed many times that his son and nephew were participating in the examination. He alleges that Shahi, who has been running the campus as a deputy for 5 years without appointing a campus head through the process, has also been making irregularities in the examinations.

Mahanand Chalise, dean of the faculty of management, said that some complaints about the public administration campus came informally. "I also understand that non-persons except teachers and staff are not allowed to be posted in the exam, if they are posted, it is illegal and unfortunate for the university," he said. He pointed out that no matter what kind of examination, including the internal one, it should be organized, dignified and meet the standards.
