Varshman Pun, Deputy Secretary General of the main opposition Maoist Center and former Finance Minister, has said that after the implementation of the federal system, the need for leaders to go to Kathmandu for the development budget is over. He also said that the benefits of federalism are being taken by remote areas of the country.
In the program organized in Dadeldhura, Pune said that federalism has decentralized the means and resources concentrated in Kathmandu to the villages. He also said that because of the federal structure, the access of the citizens of the villages to the state has increased and they have named it the 'Lion Palace of Villages'.
There is no need to go to Singh Durbar to ask for a budget after the country has gone to a federal structure. A village in Humla, which has the lowest budget in Nepal, has a minimum of 7 crores. Before that, the representatives who went to Kathmandu after spending 500 million to ask for 50 million for the district are now in a situation where they decide on their own priorities and spend at least 70 million for a village," he said.
Before the implementation of the federal system in the country, there was a situation where leaders had to go to Kathmandu for the budget, but now the state government can sit in Dhangadhi and allocate billions of budget for the far west, Pun said. He said that having the authority of local and state in the budget is an achievement of federalism. Kathmandu is the capital of the country. The main administrative center is in Singha Darbar Kathmandu, it is also the center of politics,' he said, 'but, as in the past, the country has stopped running only because of the leadership or administrator living there. We went to federalism because those who live in Kathmandu cannot determine the needs and priorities of the entire country. Now the local governments are choosing development plans based on their priorities.
Similarly, Pun said that there was a problem because the federal parliament could not create the necessary laws for the implementation of federalism. He said that due to the absence of laws and administrative and political rights, the provincial structure could not be functional as desired.
