At Tribhuvan University's Angik Public Administration Campus, the same person has been holding the responsibility of the head continuously for eight years. According to the rules and regulations of the University, the tenure of the campus head is 4 years, but Associate Professor Haribhakt Shahi is leading the campus even after four years have passed.

Tirtharaj Khanian, the then Vice-Chancellor of Trivia, appointed Shahi as the campus head on October 7, 2073. At that time, the professor of the campus raised a question saying that Shahi was appointed on the basis of political affiliation from the most conservative. According to the University Law, his tenure ended on October 7, 2077. But the then vice-chancellor Dharmakant Baskota said that until there is another arrangement, he gave the responsibility of acting campus head. 

There is a provision in the University rules that officials, including the campus head, can be given acting responsibilities for a maximum of 3 months. Shahi says that the tenure of the public administration campus has been extended by 5 years by making many attempts to obstruct the appointment of the new campus head. 

Professors, staff and students have repeatedly filed complaints from the Ministry of Education, Vice-Chancellor's Office to the Abuse of Authority Investigation Commission and the National Vigilance Center regarding Shahi's illegal tenure as campus head. The authority and vigilance complaint was returned to the university and limited to inquiry, but the university administration showed many excuses and did not remove him. 

Public Administration Campus Professors Association President Subas Sharma said that Shahi has also completed the second term of the campus head illegally. "The campus head completed his second 4-year term last November, now the third term is going on," he said, "Trivi Executive Council has not even been able to intervene." Sharma complained that he was ignored. 

is an autonomous campus of Public Administration University. The autonomous campus will operate under the management committee and its member secretary will be the campus head. The member secretary has also been given executive powers.

Shahi says that professors, staff and students have been doing it alone since 2073 without even appointing an assistant campus head. Before becoming the head, Shahi was the assistant head of the same campus. 

According to the recommendation of the selection committee formed by the Board of Directors, the Executive Council of the University appoints the Campus Head. The campus chief Shahi, who is also the member secretary, has been obstructing the appointment of a new campus chief since 2077, the union said. "Not allowing the campus management committee to be formed, even if it is not allowed to form the selection committee, the job of obstructing the recommendation to form the selection committee is being done by the member secretary," said Sharma.

Events on campus also confirm Sharma's statement. Teknath Dhakal was the chairman of the campus management committee in 2076. He was suspended after the authority filed a case in a special court accusing him of irregularities in the Tertiary Service Commission. Professor Ganesh Prasad Adhikari was elected as the Chairman of the Board of Directors. In 2077, the committee formed the campus head selection and recommendation committee

under the chairmanship of Professor Shri Krishna Shrestha. But a member of the committee said that the committee was unable to decide on a name because Shahi insisted on recommending his name as well. Shrestha resigned.

In 2078, a recommendation committee was formed under the chairmanship of Rajeev Vikram Rana. The committee started the process of appointing the campus head by calling for applications. But the name could not be recommended. The members of the then board of directors said that the member secretary Shahi himself did not cooperate in calling the meeting when he saw that his name was missing from the recommendation.

Narendraraj Paudel was elected on December 12 after the term of the board of directors chairman officer ended. Paudel has been writing to the member secretary Shahi several times to call a meeting of the board of directors for the selection of the new campus chief, but he has been disobedient.

Meanwhile, the vice-chancellor, rector and registrar of the university called a meeting of the board of directors and instructed to appoint a new campus head. In opposition to that, a group of students belonging to the New Union and Akhil Revolutionaries vandalized the office of Vice-Chancellor Kesharjung Baral last December.

The employees said that some student leaders of the public administration campus threatened the university officials regarding the formation of the campus management committee and the recommendation of the campus head. Eyewitnesses said that they also warned Rector Khadg KC and Registrar Kedar Rizal by misbehaving in Vice Chancellor Baral's office. 

An official said that the process was stopped after Shahi was threatened to appoint the campus chief. On December 9, the Vice-Chancellor's Office had instructed Board of Directors Chairman Paudel not to proceed with the appointment process of the Campus Head.

Before that, Paudel had written letters to Campus Head Shahi on November 23, December 2 and December 8 regarding "calling a meeting of the Board of Directors for the purpose of forming a recommendation committee". An official said that the students were mobilized after President Paudel prepared to recommend Shahi to the Executive Council for action on the issue of not holding the meeting. 

An all-party meeting was held at the Vice-Chancellor's office on December 26. The meeting directed that the management committee should be convened to form a recommendation committee, the campus head should play a role in coordinating the meeting and solving the students' obstacles. But Shahi has been disobeying even that instruction.

'Since 2077, in public administration campus, there has been an activity of indecent work and vertical violation of rules to hold on to evergreen positions. Even now, the situation is the same," President Paudel said, "The president does not have an executive role in the campus management committee. The member secretary is the executive. After abusing the position by those who have the executive authority, who cares?

Shahi cannot be re-appointed as the head of the campus. In the procedure for the appointment of campus head on the basis of competition in Trivim, there is a standard that does not allow the same person to be appointed to the same position for more than two terms. On the other hand, the professors of the public administration department say that Shahi is behind the other aspirants of the campus head based on the ranking of merit and seniority. 

Campus Head Shahi has committed to attend the Board of Directors meeting, says Vice-Chancellor Baral. Although the vice chancellor's office instructed campus head Shahi to schedule a meeting of the board of directors on January 26, he did not hold the meeting.

After seeing the internal dispute in the campus, he said that he has also instructed to proceed with the process of appointing the campus head. Former Vice-Chancellor Baskota said that despite many efforts, he could not appoint a new campus head due to the non-cooperation of the acting campus head Shahi.

"No one would agree to sit in the board of directors and search committee because the campus head would not allow them to work," he said, "If a new campus head is tried to be appointed, the tendency to raise trouble by raising students has become rampant in the public administration campus." 

During his first term as the campus head, Shahi had the double privilege of becoming the head of the public administration central department of the University. He was acting head of the department from November 2076 for 10 months. He was also given the responsibility of the departmental head by the then Acting Vice-Chancellor Sudha Tripathi.
