The chief whip of the ruling Congress, Shyam Kumar Ghimire, has said that if the bill is not passed by the parliament, the government will bring an ordinance.

After Chief Whip Ghimire said that the pending bill should be passed in the Parliament as soon as possible, the chief whip of the main opposition Maoists, Hitraj Pandey, responded by saying that an ordinance should be brought for government operation.

In Tuesday's meeting of the House of Representatives Working Arrangement Consultative Committee, the Congress whip said that the bill under consideration in the parliament should be passed immediately . Ghimire said that if laws are not made, the process of introducing ordinances will increase as they are affecting the government's operation. 'Parliament can't make laws and give? Shouldn't the government run? The government had to be run,' Ghimire had said, 'If we cannot make laws, the practice of bringing ordinances will increase.'

After the chief whip of Congress, the largest party in Parliament, said that the process of bringing the ordinance would increase, Hitraj Pandey, the chief whip of the main opposition party Maoist, countered. Pandey said that the bill could not be passed by the parliamentary committee because of the ruling parties. "The committee meeting could not work because of the MPs from the ruling party. The majority is yours. On the one hand MP  Pandey said that if he does not come to the committee, an ordinance can come on the other side. He said that Congress and UML MPs have a majority in all parliamentary committees. He said that if the parliamentarians of the two parties did not come to the committee, the quorum would not be reached.

Ghimire said that even though it is not good to run the country with ordinances, the government is bringing ordinances for state management. He also demanded that there should be a time limit for how long the bill should be kept in the Parliament and the Parliamentary Committee. He said that if the law is delayed, the government will be forced to bring more ordinances.

The chief whip of United Samajwadi Party, Metmani Choudhary, said that the government will bring an ordinance, but because the government is about to collapse, there is talk of bringing an ordinance. He asked that . 'Honorable, you talked about bringing an ordinance, is this government about to collapse?', Choudhary said.
