Quarterly discussion on the Federal Civil Bill has started in the State System and Good Governance Committee of the House of Representatives.

In Thursday's meeting of the State Affairs Committee, the bill was started to discuss on the 'Bill to regulate the formation, operation and conditions of service of the federal civil service' and agreed on three sections including the preamble. 

According to the chairman of the committee, Ramhari Khatiwada, agreement has been reached on three clauses including the preamble of the bill. In the preamble of the bill, it is stated that "by making arrangements regarding the formation, operation and conditions of service of the federal civil service, the service shall be committed to the national interest and the federal democratic republic, politically neutral, professionally competent, strong, service-oriented, public-responsive, professional, transparent, result-oriented, technology-friendly and inclusive, and a good governance mechanism." "Because it is desirable to develop" is kept.

The committee has amended the preamble proposed by the government to the bill. The proposed preamble of the government was as follows, 'It is desirable to develop the service as a governance-oriented mechanism by making the formation, operation and conditions of service of the federal civil service committed to the national interest and the federal democratic republic, politically neutral, professionally capable, strong, service-oriented, responsive and professional. Since, the Federal Parliament has made this Act .'
