Even after extending the deadline for the third time, after the work was not completed, the work was carried out on Gwarko flyover with fine. The deadline was extended for the third time till December 9, 2081. After the work was not completed within that time, the quality, research and development center under the road department has been making the construction workers work by imposing daily fines since last December 10.
On an average, the builder has to pay a penalty of about 0.05 percent of the contract amount per day. Director of the center Prabhat Kumar Jha said that after the work was not completed even within the stipulated time, the work was carried out with a fine as per the rules. According to the center, the amount of the fine will vary depending on the work.
'Now, work is being done on both Koteshwar and Satdobato. However, the pace of work is not as expected," he said, "The builders have asked for time until the end of March, and we will do the work by imposing fines until then."
The contract for the 540-meter-long flyover with traffic structures was awarded for 176,688,000 rupees. The contract of which was taken by Ashish-Parallel-Religer JV. The contract was ordered to be completed within two years in February 2018. So far, construction progress has not reached 82 percent. 34 months have passed since the construction of
, but the work is still not finished. According to the initial agreement, its construction should be completed within February 12, 2080. But after the work was not completed within that time, the deadline was extended for the second time until last June. As the work could not be completed within that time, the deadline was extended to December 9.
After the work is not completed at this time, a fine has been imposed until the end of March. "The builders have given a schedule saying that they can work until the end of March," Director Jha said How much more time it will take is not yet decided, due to which the passengers going from Koteshwar to Kalanki and from Kalanki to Koteshwar have to suffer daily traffic jams.
"The work of placing the ramp towards Koteshwar is going on," Jha said, "It is seen that some improvement is needed in the earlier work towards Satdobato, the construction of the ramp will start only after the completion of the ramp on both sides." Currently, the ramp is being made by placing concrete panels and special polymer reinforcement. The
ramp will be up to 10.2 meters high. About 40 meters of ramp built towards Satdobato is being pulled out and put back. 13 months into the contract, work was halted due to design issues. It has been contracted under the Engineering Procurement and Construction (EPC) model. Therefore, the work from design to construction should be done by the contracting company. After seeing technical problems during the construction, the builder stopped the main work and 'revised the design'. The
construction company has been claiming that it is working with losses. The construction company claims that despite getting the contract for 176 million 88 thousand, more than 44 million has already been spent. Director Zha explained that the risk of profit and loss in construction should be taken by the construction company and is not the concern of the government.
Earlier, the Center had claimed to make the flyover operational before Dasain. But the contracting authority claims that the work could not be completed at the same time due to rain. The project could not be completed despite repeated extensions, due to which this section has the heaviest traffic in the evenings and mornings. Due to this, it is difficult for the traffic police to manage the vehicles on a daily basis.
Koteshwar-Kalanki road was expanded to 8 lanes in 2075 with the grant of the Chinese government. Now, the problem of traffic jam has been added when the construction of the flyover on the Gwarko road in this section has started.
