So far, the government of Sudurpaschim province has spent more than two and a half billion in the name of building community buildings targeting the leaders-activists and their close ones. Those in government at various stages have spent the budget of the province on community buildings targeted at their close friends and workers.
The provincial government has spent a large amount of money on the construction of party office buildings in the name of youth clubs, service societies and Jagran Manch, foundations, non-governmental organization buildings, private sector chamber buildings, women and Dalit community buildings, cooperative organization buildings and various memorial foundations. The figure of the amount spent in the name of the monastery is different.
It has been found that the provincial government has spent 2.55 billion 1.11 lakh 3 thousand in the name of community buildings from 075/76 to 080/81. During this period, the province has spent government funds to build 444 community buildings from its budget.
The trend of budget allocation in the construction of community buildings is so much that in 079/80 more budget was allocated for the construction of community buildings in Kailali and Kanchanpur than the budget allocated for health infrastructure throughout the province.
In that financial year, the provincial government allocated about 41 crores for health infrastructure in nine districts, and allocated 417.9 crores to build 278 community buildings in Kailali alone. The number of community organizations that receive continuous budget every year is also significant.
Shambhusunanda Youth Club of Kailali received 25 lakhs in 078/89, 30 lakhs in 077/78 and 25 lakhs in 076/77. In the last two financial years, there has been some improvement in the trend of allocating budget for the construction of community buildings.
For the first five years, the state government ran a show of allocating budget to the party office of the party in the name of various institutions. For which the parties received crores of funds from the government for the construction of their office buildings. According to the data, the state government has allocated a budget of 100.75 million for the construction of 34 party office buildings in different districts in a period of five years.

It is recorded that the state government has allocated budget for the construction of 9 buildings in the name of Pushpalal Smriti Bhavan and Foundation, 10 in the name of Madan Ashrit and Manmohan Bhavan and Foundation, 13 in the name of Shahid Smriti Bhavan and Foundation and 3 buildings in the name of BP and Ganeshman Smriti Bhavan.
Not only this, the provincial government had allocated budget for the construction of the buildings of the cooperative organizations which are run with the purpose of making profit in the past years. In 079/80, it is mentioned in the details that 54.3 million was allocated for the construction of buildings of 30 cooperatives across the state. The leaders used to allocate the budget for the construction of buildings in cooperatives in which their close workers were involved.
The provincial government currently has no information about the utility of those buildings constructed with government funds. There is no record of any government agency conducting any study and monitoring on the utility of such buildings constructed with government budget. According to the locals, the related agencies are unaware of the quality and use of such buildings, which have been brought by the Tanthas based on the budget allocation from the government rather than on the basis of the demands and needs of the community.
Most of the buildings are unused. Some are incomplete. According to Rohit Adhikari, information officer of Urban Development and Building Office of Kailali under the provincial government, the community buildings built with the budget of the state will be handed over to the respective ward office after the construction is completed. The concerned ward office is also responsible for maintenance and protection of such buildings, said the official.
The Office of the Auditor General raises questions about the allocation and spending of the budget in the name of community buildings by the Far West government every year through its annual report. But the government does not care.
In the 079/80 report published by the Auditor General's Office, it is stated that 'non-governmental building construction plans are not directly related to the scope of work received by the office, and the parties involved in the planning and program formulation should be financially responsible for the expenses incurred in the said work.' It was commented that spending the government budget even on the construction of the building of a profitable cooperative is distributive.
In the budget of the current financial year, the government has reduced the trend of allocating the budget to the construction of community buildings. In the budget of the current financial year, the government has allocated more than 240 million to small temples. Rajendraveer Chand, associate professor of Kailali Multipurpose Campus, said that it is ironic that the government allocates budget to worker-oriented and unproductive sectors when the economy is in serious crisis. He said that the result of not having a clear blueprint and priorities in the creation of the government's development plan is unproductive and worker-oriented budget allocation.
