Scout's executive director returns to the helm

Executive Director Ram Prasad Bhattarai, who was suspended in Nepal Scout, has returned to his duties from Friday. He was suspended from the post by Chief Commissioner Mahendraraj Ranjith on 26th January.

Along with the suspension, Ajit Lama, a member of Scout, was given the responsibility of Acting Executive . Bhattarai said that he returned to the responsibility of director under the guidance of Youth and Sports Minister and Chief Scout Tejulal Chaudhary.

He filed a complaint with the ministry saying that he was illegally suspended and that a non-employee was given the responsibility. After he filed a complaint, a dispute started between Chief Commissioner Ranjith and Bhattarai.

After Bhattarai wrote to the Ministry of Youth and Sports demanding security, the District Administration Kathmandu even mobilized the police at the Scout Central Office Lainchaur. Minister Chaudhary directed the Chief Commissioner to call a meeting of the National Executive Committee immediately to resolve the dispute.

Ranjith said that he was suspended as per the Scout Staff Regulations for not giving a satisfactory answer to the explanation . He also made various accusations against the director. Bhattarai was suspended for 3 months and Lama was appointed for 6 months.

There is a provision in Nepal Scout Staff Service Regulations 2052 that an employee can be suspended only if there is an investigation until the investigation is completed. It is not clear whether it will be done by the full working committee of Scouts or by the commissioner. It is mentioned in the regulation that if the staff is appointed for 6 months in the contract, the National Secretary of Scout can issue a notice and order to appoint the person who has reached the minimum qualification. This work will be done by the recruitment committee. There is also a vacancy for member secretary and post filling committee in Scout.
