The National Disaster Risk Reduction and Management Authority has prepared an effective plan for disaster and climate resilience at the local level and has prepared a framework for implementing it in an integrated manner.
As there are different documents of the same nature and this has also increased the cost of resources, the authority has prepared a new integrated 'Local Disaster and Climate Uplifting Action Framework Design 2081'.
The framework has been prepared just eight months after its adoption. The framework was approved by the 22nd National Disaster Risk Reduction and Management Executive Committee on 21 Baisakh 2081. But Arjun Kumar Bam, Co-Secretary of the Authority informed that it could not be prepared in time due to various reasons.
'This framework, which was accepted a long time ago, has just come into our hands,' he said, 'The first response to a disaster is the local level, and this framework has been prepared accordingly.' According to him, he has brought this framework.
There are five stages of designing a local disaster and climate resilience framework. The first stage is coordination and preliminary preparation, the second stage is information collection, analysis and preparation of the background picture, the third stage is the development of an integrated plan, the fourth stage is the approval and mainstreaming of the framework and the last one is implementation, monitoring and evaluation.
'For the first stage, the local level should form a local disaster management committee,' it is arranged in the directive 2081, 'the capacity of the prepared local level should be enhanced.'
Subject areas, security agencies, ward committees and toll development organizations, concerned agencies such as Division Forest Office and Water and Weather Center and Office, private and non-governmental organizations, The directive said that community groups such as senior citizens should be in the border local level representative committee. Likewise, for capacity building at the local level, they can take the help of experts including associations, provinces and non-governmental organizations.
'In the second phase, to prepare a background picture of the local level for the collection of disaster, emergency and risk data, to understand the local disaster risk,' it is mentioned in the directive, 'For the third phase, to identify a plan related to disaster risk reduction and management and climate change adaptation. and listing its remedies .'
After this stage, the working framework of Pariu should be approved by the local executive. This is the fourth stage . After that, budget allocation and development planning should be integrated. The director also said that it should be based on long-term thinking. If there is a shortage while preparing the budget, there is a provision that the local level can take the help of union, state, other local levels, district disaster management committee, district coordination committee, thematic office, non-governmental and other sectors.
'Finally, the local level will be able to form sub-committees or working groups including environment and disaster management sub-committee, preparedness and response sub-committee, early response recovery sub-committee, monitoring and evaluation sub-committee,' the directive states, 'Formation at the local level for monitoring and evaluation The monitoring and evaluation committee should regularize the implementation of the local disaster recovery framework The direction also said that the local level can take the basic humanitarian standards as a basis. While formulating this framework, the local level can take assistance from the Ministry of Federal Affairs and General Administration, Ministry of Forestry and Environment, National Disaster Risk Reduction and Management Authority and other concerned agencies for capacity development. The disaster committee formed at the local level can coordinate with the union, state and donor agencies. Likewise, the work structure will also have to be reviewed . After preparing the framework according to the
directive, the plans related to local disasters that are being implemented at the local level should be included in this framework and implemented.
In the constitution, disaster management is placed under the common authority of the union, state and local levels and the sole jurisdiction of the local level.
Disaster Risk Reduction National Policy 2075, National Climate Change Policy 2076, Disaster Risk Reduction and Management Act 2076, Local Government Operation Act 2074, Environmental Protection Act 2076, Disaster Preparedness and Response Plan Formulation Guidelines 2076 , the local disaster and climate upliftment plan formulation guidelines 2074 including legal provisions.
To implement the various laws and procedures mentioned, Local Disaster and Climate Resilience Plan (LDCRP), Disaster Preparedness and Response Plan (DPRP) and Local Adaptation Action Plan (LAPA) are being implemented at the local level. Due to the increase in the cost of resources due to different documents of the same nature, a unified framework has been prepared.
According to the authority, if the framework is effectively implemented, it will help localize the Sendai framework for disaster risk reduction, early warning systems and reconstruction, sustainable development goals.
On this occasion, the authority also organized a discussion with the municipalities of Kathmandu Valley to reduce disaster risk. Disaster Risk Reduction Project (REKV) has been organized with the aim of localizing the disaster risk reduction and assisting the manager in its effectiveness. Representatives and development partner organizations of Kathmandu and Lalitpur Metropolitan Municipality, Bhaktapur, Suryavinayak, Madhyapur Thimi, Changunarayan, Tarakeshwar, Tokha, Shankharapur, Kirtipur Dakshinkali, Godavari, Gokarneshwar, Mahalakshmi, Nargajun and Chandragiri municipalities participated in the
program.
Similarly, Anita Lama, Deputy Head of Budhanilkanth Municipality, complained that although the local level was shown at the level of implementation while making the framework or guidelines, they were not supported in the budget.
Basanti Tamang Dangol, deputy head of Dakshinkali municipality, said that she received little help from the union during the calamity. At the same time, Ghanshyam Giri, the head of Chandragiri Municipality, said that although he could not prepare for the disaster, now it will show the way to the local levels across the country and inspire him to work in the future. discussion, Arjun Kumar Bam, the joint secretary of the authority, said that it is the local level that responds immediately to the disaster and will join forces with the local level for its preparation. He also accepted that resources are limited. Katsu Kato, Deputy Chief Advisor of the Disaster Risk Reduction Project for the Resilience of Kathmandu Valley, Japan International Cooperation Agency (JICA) Nepal, which is a partner in the
program, presented the 'Local Disaster and Climate Resilience Framework'. He gave a presentation on why this framework is necessary. He informed that the duration of the project will be from January 2021 to September 2025.
