20-year-old Pramila from Mirchaiya Municipality-7 Tatribari has not been able to sleep since the beginning of the always harsh winter. The reason is that the house where he sleeps is not like a house, it is like a barn.  There is no thatch in the hut, straw is piled up from all sides. Not even a bed to sleep on. Inside that hut, straw is placed on the floor. She sleeps with her 6-month-old daughter on top of a thin blanket.

Very cold wind blows during the night . Pramila can tolerate the cold as much as she likes. However, at night, the six-month-old child keeps screaming from house to house . "I can bear it, but the child can't," she told Kantipur. He has a family of 6 including husband, wife and four children. However, everyone sleeps in a small hut that looks like a barn, with straw and old clothes on the floor and covered with one blanket. She says, "Winter comes as a time for us, we are dealing with extreme poverty and scarcity, on top of that, God gives us this more pain, all the problems are suffered by us poor people." 

It is not only the problem of two people, but the problem of everyone in this settlement is the same . In this settlement, there are 15 households of Musahar, Sarki and other communities. They live by bringing firewood from the forest and selling it, they are economically very poor. They do not have the financial ability to buy warm clothes and blankets to cover the winter and they are hoping that some warm relief will come from somewhere . However, so far, no help has reached this settlement from anywhere. As the winter season is about to end, Mirchaiya municipality is still making efforts to distribute warmth. Bishnuranjan Baral, Chief Administrative Officer of Mirchaiya Municipality, said that preparations are being made for the distribution of warm water. "We have distributed warm clothes in one place," he said to Kantipur, "we are thinking of distributing them to other places in the municipality as well." It is not seen that most of the local levels of the district have become responsible and serious about this. Although some of the 17 local levels of the district have distributed warm clothes in some scattered places, most of the others have a ready-made answer - preparations are being made to distribute warm clothes. The District Disaster Management Committee has also recently decided to distribute warm clothes only a week ago in order to prepare for the cold wave.

Chief District Officer of Siraha Basudev Dahal informed that the district disaster management committee has decided to distribute warm clothes in coordination with the local authorities. According to Dahal, the work of distribution of heat has also been done in some places. The District Disaster Management Committee has also requested 17,000 blankets from the state government for distribution. However, Dahal said that there has been no response on that issue yet. 'Now we are coordinating with the local levels for the distribution of warm water,' he told Kantipur. About 26 percent of the 149,000 households in Siraha are below the poverty line. During any disaster, those poor citizens are the most killed.  Bishnu Prasad Yadav, an intellectual and former teacher of Mirchaiya, says that the poor citizens of Rabaiya, who are irresponsible of the state and the state machinery, have to suffer more during the calamity. "The state should be the guardian of weak citizens, but those who run the state did not prioritize the citizens," he said to Kantipur.
