Officials of those commissions have said that the effectiveness of constitutional commissions is questioned due to the lack of secretaries and staff. Commission officials said that there is a problem when high-ranking employees are transferred in a short period of time.

In the Sunday meeting of the State System and Good Governance Committee under the House of Representatives, the Chairman of the National Dalit Commission, Devraj Bishwakarma, shared his experience of transferring 12 secretaries during his four-year term.

He said that there is a problem of transfer of the employees who came from outside without getting information about the functioning of the commission. "During my 4-year tenure, I fired 12 secretaries." After three-four months, everything about the commission will be explained and transferred,' Vishwakarma asked, 'How can the constitutional commission play a role in such a situation?' He also said that constitutional commissions are facing problems due to staff.

During the discussion on the Civil Service Bill, Chairman Vishwakarma said that the situation of appointment based on merit rather than inclusion in the civil service has not come. He said that it was not possible in meritocracy to represent the communities that did not get the opportunity. During the discussion on the bill, meritocracy has also come up. There has been talk of meritocracy for those who have the opportunity, how can there be meritocracy for those who have not got the opportunity?,' he said.

Vishwakarma said that only those who have had an opportunity in the civil service are taking more opportunities. He said that how to give opportunities to those who did not get the opportunity should be reconsidered . He also said that the system of inclusion in the

staff is being made fully inclusive. He also mentioned that the population of Dalit community in Nepal is 14 percent, but only 2 percent of the civil servants are from the Dalit community.
