UML Deputy General Secretary Pradeep Gyawali has said that it is natural for the government to bring an ordinance when the Parliament session is not in session. Speaking at a program held in Kathmandu on Sunday, Deputy Secretary General Gyawali mentioned that Article 114 of the Constitution of Nepal provides for ordinances and said that ordinances can be brought when the session is not in session.

Article 114 of the Constitution of Nepal provides for ordinances. The government can bring ordinances when the parliament is not in session. That is not curtailing the right of Parliament. Ordinances are tabled in the first sitting of the House and if rejected by Parliament, the Bill automatically becomes inactive. In our country, some laws take three or four years to be made. We have also experienced a painful experience that took 5 years," he said. 

Deputy Secretary General Gyawali says that bringing an ordinance at a time when it takes five years to make a law and when the parliament is not even in session should not be called disobedience to the parliament. He informed about the ordinance brought by the government and said,  Now there are two ordinances brought by the government. The cooperative victims have been fighting for months. You are on the road. Some have died without receiving treatment. He has deposited the money earned so far in the cooperative. Some people did irregularity. He misused the money. They are on the road. Cancer sufferers cannot wait for us to make law/justice after a year.'
