The Executive Director of Nepal Electricity Authority, Kulman Ghising, has clarified that the technical investigation committee formed by Energy Minister Deepak Khadka to resolve the dedicated feeder and trunkline tariff dispute is contrary to law and procedure and has no jurisdiction.
Executive Director Ghising wrote a different opinion on the decision to give salaries, allowances and service facilities to the committee formed by the Ministry, which was passed by the Nepal Electricity Authority Board of Directors chaired by Energy Minister Khadka.

In sub-section (4) of section 15 of the Nepal Electricity Authority Act, 2041, 'the opinion of the majority in the meeting of the committee shall be valid and if the votes are equal, the director presiding over the meeting shall give the deciding vote'. Considering the situation where there may be different opinions, the law provides the facility for the director who disagrees with any proposal or related decision to write a different opinion when it is seen that the majority opinion will be valid in such a situation.
