Anil Kumar Pokharel surrendered to the police three days after the arrest warrant was issued
Anil Kumar Pokharel, the former personal secretary of the Chairman of the Public Accounts Committee of the House of Representatives, Rishikesh Pokharel, has surrendered to the police on Thursday. He surrendered to the police three days after the arrest warrant was issued for investigation into fraud related offences.
Pokharel, who is also a member of UML Morang, has been detained by the police and the investigation has started.
The day after Rishikesh's wife Anjala Koirala, who was accused in the cooperative fraud case, was released on bail of Rs 10 lakh, Anil himself appeared at the police office. Boualal Chaudhary of Bakdhuwa, Agnisair Krishnasavaran Rural Municipality-5 of Saptari filed a complaint against Anil of Rangeli Municipality-2.
It is alleged that Anil took 38 lakh 80 thousand rupees repeatedly from 2071 to 2073 to get Choudhary's daughter admitted to MBBS. Chowdhury is accused of forcibly extorting 50 lakh rupees on 25 June 2074 when his daughter's name did not appear in the MBBS entrance examination.
Chaudhary went to the area police office Rangeli demanding to cancel the loan deed of 5 million and return his 38 lakh 80 thousand and to take legal action against Anil. When the complaint was not registered, he went to the district police office. No complaint was filed there either.
Even after reaching the office of the district attorney, the police were not ordered to register a complaint. Chowdhury sent a complaint to the police on July 18, 2079. Although the police understood the letter from the post office, they did not proceed with the investigation into the fraud. After that, he approached the High Court to issue an injunction in the name of the police and the lawyer's office to investigate Anil for fraud.
Before that, Chaudhary had appealed to UML Morang as well. Rishikesh was the UML district president at that time. But he also ignored the complaint and later protected Anil by making him his personal secretary after becoming a member of the House of Representatives.
The bench of High Court Judges Rajyalakshmi Vajracharya and Suryanath Prakash Adhikari had filed a complaint against Anil and ordered the District Police Office Morang to investigate according to law on August 31. After the order was verified on December 11, Anil came under investigation.
Anil was recommended as a candidate for Koshi Pradesh Sabha from Morang-2 (2) in the 2079 election, but later Lilaballabh Adhikari got a ticket from that area. Anil, who did not get a ticket, was made his personal secretary by Rishikesh.
Even after the confirmation of the order of the High Court, Anil was the personal secretary of the Chairman of the Public Accounts Committee of the House of Representatives, Hrishikesh Pokharel. Rishikesh dismissed Anil after the news about the fraud was published.
Morang District Court issued an arrest warrant against Anil on Monday. The accused has been arrested. We have started a micro-investigation," said District Police Morang SP Narayan Chimaria.
