A discussion between State System Committee Chairman Khatiwada and MP Thani about the authority bill

There has been an exchange between the Chairman of the Public Order and Good Governance Committee, Ramhari Khatiwada, and Congress MP Hridayram Thani. During the meeting of the committee on Monday, when MP Thani was speaking, the conversation took place after Chairman Khatiwada interrupted him.

The complaints received in the committee are being discussed. Chairman Khatiwada gave MP Thani time to speak in the committee. Thani was thinking about how to overcome the complaints received in the committee and how to make the long pending bill into law. 

Member of Parliament Thani said that the Commission for Investigation of Abuse of Authority (Third Amendment) Bill had also reached the ICU in the parliamentary committee. Chairman Khatiwada said that the bill did not reach the ICU. 

A sub-committee was selected under the leadership of Thani to finalize the Prevention of Corruption (First Amendment) Bill and the Commission for Investigation of Abuse of Authority (Third Amendment) Bill. The committee prepared a report on both bills unanimously. However, after accepting the report of the Prevention of Corruption (First Amendment) Bill, the bill itself has been passed by the committee, while the accompanying Authority Bill has not been moved forward.

Thani asked about the same issue. As Thani started talking about the Authority Bill, Chairman Khatiwada said, 'Talk about the complaint today, the Authority Bill has not gone to the ICU'. Then Thani said that he should be able to speak. After being given time to speak, Thani replied that he had been repeatedly interrupted by the Speaker before.

UML MP Rajendra Rai asked Chairman Khatiwada not to stop when the MP was speaking. Then the chairman of the committee Khatiwada asked Thani to speak. However, Thani refused to raise any further topics saying that he was frequently interrupted while he was speaking. 'I am also the chairman of this committee. That is the man sitting on the chair. This committee is yours. You speak,' Thani said. 

After that, UML MP Krishnagopal Shrestha spoke between Chairman Khatiwada and  He said that it will not happen and that the committee should be run properly. Shrestha said that if the Speaker interrupts the MP's speech, the subject cannot be discussed. MP Rai expressed his support for Thani's opinion.  

It is said that the authority bill was stopped after the top leaders of the ruling party expressed their displeasure.
