Recently, the State Order and Good Governance Committee of the House of Representatives has been continuously discussing the bill related to the Federal Civil Service, the Commission for Investigation of Abuse of Authority and the Commission for the Prevention of Corruption.
The committee has been regularly monitoring and evaluating the functioning of the government and giving instructions. Only top leaders insist on becoming members of committees dealing with important areas such as lawmaking, good governance, peace and security. But top leaders rarely attend committee meetings.
The jurisdiction of the State Administration Committee includes the offices of the Prime Minister and Council of Ministers, Home Affairs, Defense, Federal Affairs and General Administration, Authority Abuse Investigation Commission, Public Service Commission, Election Commission, etc. Top leaders of various political parties are members of the

Out of 23 meetings since July, Dahal attended only one meeting and Khadka attended only 5 meetings. Khadka was the Deputy Prime Minister and Defense Minister in the Dahal-led government. MPs who are Prime Ministers and Ministers in the government are not committee members. During his tenure as Prime Minister, Dahal was present three times and during the discussions on the Bill, then Deputy Prime Minister and Defense Minister Khadka was present five times.
Congress General Minister Sharma is the least present in the state system meeting. He has been absent from 48 out of 52 meetings since the formation of the committee. He attended only 4 meetings. Congress General Minister Thapa is the second least present in the meeting of the committee. He has attended only 12 out of 52 meetings.
Janamorcha president KC has attended only 24 meetings. Ravi Lamichhane, president of RSVP, was also a member of the state arrangement committee. He is currently under suspension. He was arrested on October 2 on charges including cooperative fraud, organized crime and money laundering. He was present at 25 of the 40 state constitution meetings held before his arrest. He was not a committee member when he was Deputy Prime Minister and Home Minister. Among the most present in the
committee is UML's Raghuji Pant. He has appeared in all 52 meetings. Committee Chairman Khatiwada is present in 50 meetings. He was transferred from the law committee to the state administration to become the chairman after two sittings of the committee. Krishnagopal Shrestha and Sarvendranath Shukla have appeared in 50 meetings.
Maoist's Hitraj Pandey and Durga Rai are present in the same 47 meetings. Wise Tamang 45, Congress's Hridayram Thani and Sarita Prasai 42-42 are present in the meeting. Chanda Karki of RSVP 39, Prakash Adhikari of JSP Nepal 38, Dilendra Badu of Congress 37, Ishwari Neupane 36, Ambika Basnet 35, Rajendra Pandey of United Socialist Party 30 have appeared in the meeting. UML's Leelanath Shrestha and Vasudev Ghimire 27, Rajendra Rai 24 are present in the meeting. The
committee had meanwhile passed a bill to amend the Constitutional Council (Works, Duties, Powers and Procedures) Act, 2066 and the Monitoring and Evaluation Bill. Four bills are pending in the committee. The Abuse of Authority Investigation Commission and Corruption Prevention Bill, which have been in parliament for five years, have been brought to the final stage. The
committee has recently been continuously discussing the bill to regulate the formation, operation and conditions of service of the federal civil service, while it is preparing to advance the construction-oriented materials (management and regulation) bill.
committee chairman Khatiwada claims that the work of parliamentary surveillance on the government will also produce results. "The committee has also taken initiatives on problems such as Ncell's shares, disputes between the police and civil servants at the airport, cutting trees on the Kathmandu-Tarai fast track, and discussed other current issues," he said.
Congress General Minister Sharma said that the attendance at the parliamentary committee was low because he had to be involved in the party's work.
