A case has been filed in a special court against 12 people, including the then municipal chairman of Syangja's Arjun Chowpari rural municipality, Dilgnarayan Aryal, and the then chief administrative officers, Puran Gurung and Kamal Prasad Gautam, on charges of corruption in road construction.
The Commission for Investigation of Abuse of Authority filed a corruption case in the special court on Tuesday with the demand of imprisonment and fine against the defendants including the then chairman of the rural municipality, Aryal.
Aryal, who is involved in a corruption case, won the post of municipal chief from the Nepali Congress in the local elections of 2074. According to the Assistant Spokesperson of the authority, Devi Prasad Thapalia, a case has been filed against the then head of the municipality Aryal and sub-engineer Sudip Acharya with the same amount of Rs.
Similarly, a case has been filed against the then chief administrative officer Gurung and the then sub-engineer Surya Prasad Paudel demanding Rs. 27 lakh 5 thousand 11. A sum of 27 lakh 5 thousand 11 rupees has also been demanded against the headquarter management consumer committee president Balkrishna Paudel, secretary Krishna Prasad Kafle and treasurer Himkumari KC who committed irregularities during construction.
8 lakh 34 thousand 320 rupees against another chief administrative officer Kamal Prasad Gautam and the then sub-engineer Sudeep Acharya who worked during the construction period and a lump sum of Rs 8 lakh against the president of Lower Bazar Drainage and Slope Road Construction Consumer Committee Mangaldevi Thapa Magar, secretary Vishnu Kumari Vick and treasurer Eknarayan Devkota. A case has been filed with a false demand of 34 thousand 320 rupees.
The embezzled amount, fines and imprisonment have been demanded against all those who have been made defendants. During the investigation by the authority on the charge of substandard work on the sloping road of the local market area for ward number 1 of the rural municipality in 2075/76 and 2076/77, it was revealed that the money was embezzled in collusion.
27 lakh 5 thousand 11 rupees were allocated for the slope of the broken road and 8 lakh 34 thousand 320 rupees were allocated in 2076/77 for the lower market drain and slope construction project implemented by the municipality. In the indictment of the authority, it is mentioned in the indictment of the authority that both the schemes were carried out through the consumer committee, and in collusion with the chief of the municipality, the engineer and the officials of the consumer committee, by doing substandard work.
