After finding that 164 ropani land of the palace built in Sherabansi, Nuwakot during the reign of Prithvi Narayan Shah was registered in the name of a private company, the CIB has written to the government and authorities for action.
Vikesh Shrestha's family has dramatically taken over the ownership of the company, which was opened by members of the royal family to protect land over the limit. Maoist leader Shrestha Chairman Pushpa Kamal Dahal was his personal secretary when he was Prime Minister in 2065.
Shera Durbar located in Vidur Municipality-2 of Nuwakot and out of 184 ropani 4 annas 1 paise, 164 ropani 13 annas 2 daams of land is embezzled. Similarly, a letter has been written to the authority to take action against the group that illegally transfers public land to the company.
During the conflict, the Maoists and after the party split in 2069, Vaidya and then the Chand group claimed to have occupied this palace by burying the flag. After 2072, the land was transferred to the ownership of Maoist leader Shrestha.
Shera Darbar, which belonged to Helen Shah and Vijaya Rajyalakshmi Shah, the wife of the then Adhirajkumar Bashundhara, and the land in question had to be transferred to the name of the government in 2021 after the statute of limitations came into effect. However, to protect the land in the name of the individual, Gauri Shankar Farming was established in 2027 and kept in the name of the company.
Gaurishankar Farming had both Helen and Vijayalakshmi Shah as owners and shareholders. Gaurishankar Farming was renamed Annapurna Farming in 2036.
Farming's shares and land were transferred to different people at different times and came in the name of Vikesh Shrestha in 2072, the police found in the investigation. "It is recommended to confiscate the land that is more than the limit," said Deepak Thapa, head of CIB. Vikesh Shrestha, who entered the company as a shareholder in 2072, has now created the entire company in the name of himself and his son.
AIG Thapa says that the CIB investigated because there is a legal provision to bring the land under the government's control if it is found not to be used for the purpose for which it was taken.
'We have written to the Ministry of Land Management, Cooperatives and Poverty Alleviation to bring the land under the control of the government after it was found that it was used for a different purpose,' he said. .'
CIB discussed this matter with Land Minister Balram Adhikari on November 26. From the discussion in the Ministry of Land Management and Cooperatives, it was decided to 'understand the nature of the necessary documents when bringing the land owned by Gourishankar Agricultural Farming to Annapurna, make a joint team and go on a site visit to monitor whether the agricultural firm is operating on the said land as per the purpose'.
The CIB has written in the report that Vikesh Shrestha of Budhanilkanth Municipality-3 of Kathmandu is a relative of Maoist Chairman Dahal. In the name of Gauri Shankar Farming, K.No. 82, 83, 84, 87, 88, 89, 90, 92, 93, 94, 95, 97, 98 including 164 crops of 13 parcels 13 annas 2 paisa 1 daam land is lump sum.
Vikesh Shrestha has responded that the land dispute was raised because he is the former secretary of Maoist Chairman and former Prime Minister Pushpa Kamal Dahal. He claims that the Annapurna Farming Company was bought by his group as per the law.
"We have bought the company in the name of Narendralal Pradhan according to the rules," he said, "Since I was the former personal secretary of President Prachanda, I understood that he was trying to join him as well." According to Shrestha, the company was bought by Pradhan from Helen Shah in 2052. "We are doing farming by taking a loan of about 110 million from the bank," he said, "We have been paying the interest of the bank from the income of farming."
According to Shrestha, the dispute regarding the company's land was brought out in connection with the Maoists, reflecting the political bias in the activities of the Prime Minister's Office. "We bought the land after understanding with the company registrar, malpot and other related offices," he said, "We are worried when the land dispute started. But the document says that we bought the land according to the law.'
Shrestha, who was a central member until 2068, is not active in the party now, according to Maoists. We reject the entire form of propaganda written in connection with the leadership. We would like to draw the attention of the relevant authorities to investigate the matter related to Shera Darbar and take action against anyone involved,' said Ramesh Malla, personal secretary of Maoist Chairman Dahal, 'We want to make it clear that the person whose name is mentioned in this case has not been in any role of our party for a long time.'  ;
How did the company come in the name of Shrestha?
The shares in Annapurna Farming in the name of Vijayalakshmi Shah were transferred to the name of Jayanti Shah in 2052. In the same year, the entire shares in the names of Helen and Jayanti were transferred to the names of Narendralal Pradhan, Kedarnath Shrestha, Sajni Pradhan, Sohini Shrestha, it is mentioned in the CIB report.
Annapurna Farming's letter written to the company registrar's office does not seem to mention the sale of land by Helen and Jayanti Shah in the documents including the share sale deed. In the share sale resignation deed dated January 7, 2066, it appears that Dhrawlal Shrestha and Rajni Shrestha have joined as new shareholders. is In this way, Bhuvanlal Rajbhandari was added one month after 6 shareholders were established. It is mentioned in the CIB report that nothing was disclosed about the land even then.
Annapurna Farming's decision of the general meeting on Chait 5, 2072 and the share purchase and sale deed, it has been seen that only 3 shareholders have been established as new shareholders, along with Vikesh Shrestha, Ajay Kumar Suryavanshi and Dhrawlal Shrestha.
At that time, "the details of the land were not disclosed in the company's decision, but the value of the land was added to the share purchase and sale deed, and the lump sum price of the shares was disclosed at 118,733 rupees 51 paisa per share," CIB said in the report. Then Suman Parik was added as a new shareholder by the decision of Chait 25, 2072. According to the share registration book of the company registrar's office, the total value of the shares of Annapurna Farming at that time was 111.17 million 91 thousand in the CIB report.
'Vikesh Shrestha and Ajay Kumar Suryavanshi among the mentioned shareholders till 10th of December 2080, Vikesh Shrestha's son Manowal Shrestha, Dhrawlal Shrestha's shares number 45 thousand, worth 45 lakh rupees and Suman Parik's share number 45 thousand, worth 45 lakh rupees. The number of 90,000 and the value of 90 lakh rupees remain the new shareholder', it is mentioned in the police investigation report. According to the report, as of last October, Vikesh Shrestha and Manowal Shrestha are the only directors of the company.
