It was the opinion of the chief whips and whips of the political parties that only gazetted employees should have a single trade union among the civil servants. Bureaucracy experts also suggested that trade unions of political parties should not be given a place under the civil law that is being formed now.

'Regarding the bill of the Federal Civil Service Act, which is currently being discussed in the House of Representatives' State System and Good Governance Committee, the honorable gentlemen are directing more negative comments through the media in an unnatural manner . Instead of issuing the law quickly, it is creating an environment for further delay under the pretext of unnecessary delay and not issuing the Federal Civil Service Act immediately,' the presidents of the trade union warned and said, 'For the past few days, the expressions of the national servants have been discouraging, agitating and dehumanizing. It is being made public through various media saying that it is an official opinion. We also want to warn you not to display this kind of arrogance.' Although the Civil Service Bill is pending in the Parliament, the presidents of the Government Employees Trade Union have reminded the government to issue the Civil Service Act immediately.

After the leaders of the political parties held the view that the arrangement of party trade unions among the government employees should not be made in the law, the presidents of those unions reminded the contribution of the employees in the public movement . "We remind the political parties and the government not to forget the contribution made in the first Jan Andolan 2046 and the second Jan Andolan 2062/063 by taking part in the decisive movements for system change," their statement said.

They demand that branch officers/employees up to eighth level should be able to organize themselves in trade unions which are sister organizations of political parties . The presidents of these organizations also demand that party employees trade unions should be opened not only at the union and state level but also at the local level.

'When issuing the Federal Civil Service Act, requesting to address the common grievances of the local level, state and federal employees, canceling the hierarchical system and replacing it with a hierarchical system, system for faster career development, review of service facilities, branch officer with inter-connection between union, state and local level/ National level trade union and official trade union rights to be enjoyed by the eighth level, stability in the services of temporary, contract and salaried employees, interprovincial transfer of local level and provincial employees including national level trade It is the need of the day to promulgate the Federal Civil Service Act as soon as possible incorporating the common suggestions submitted by the unions to the government,' they said in a statement .

They have also warned not to create illusions that humiliate the civil administration.
