Speaker Devraj Ghimire has commented that the court is running around. In a program organized by the Federal Parliament Secretariat in Bhaktapur on Wednesday, Speaker Ghimire criticized the court saying that the Supreme Court blocked the spending even after it was passed by the Parliament and that a defamation case was filed on the matter spoken in the House.
The Speaker has criticized the Supreme Court through an interim order for stopping the implementation of the infrastructure development program of the parliamentary area brought by the government through the budget. He said that the case was not put aside until the justification of the budget was exhausted.
The Speaker also said that a contempt case is pending in the Supreme Court for speaking against the Supreme Court's ban on the implementation of the infrastructure development program in the parliamentary area.
Speaker Ghimre's statement about the Supreme Court
There is also a tradition of walking around the court, which is happening even now. I will give an example, in the budget that came in June 2080, the infrastructure development program of the parliamentary area will be introduced after the procedure, five crore rupees will be brought to be spent in that area, but no plan smaller than one crore rupees can be made. It means that there will not be more than five schemes and one scheme should be at least one crore. The finance minister brought that even if there is only one plan, it will happen. It was debated, it was discussed, it was passed . It means, the Parliament made the law . That which is passed is like an Act, something passed by the Parliament is like a law . That means the Appropriation Bill was passed, it became a law .
Someone filed a writ in the Supreme Court regarding the implementation of that law, what happened to the interim order not to implement it now? Five-seven honorable people spoke against it. He said that this was an infringement on the jurisdiction of the Parliament, and that this should not be done. Some Hon'ble also countered, why did they argue that the jurisdiction of this court cannot be debated here. He demanded that there should be a ruling here. Without any ruling on it, I just pulled it off while I was sitting on the seat. But those honorable people were sued for defamation.
The Supreme Court filed a defamation case . That defamation they sought lawyers, lawyers waived someone's fee, someone is paying . They are coming to ask if they will pay this fee after speaking here as Speaker. They replied, they are still starving.
In my understanding, the budget that came on May 15 was . By the time it passed, it was June. By June 2081, its purpose has been accomplished. It could not be implemented, but their case is still ongoing.
There have been three Chief Justices in the meantime. All the three chief justices I have been doing so-and-so, what is this ? No matter what happens, your court matters have to be settled. Now let's see what happened to them. Now there is such a situation.
