MP Lekhnath Dahal has said that the posts of Deputy Secretary and Joint Secretary of Civil Service should be filled only on the basis of performance evaluation.
He said that after the appointment of employees, there is an increase in the tendency to prepare exams for higher positions by using the resources of the state, and after the branch is authorized, there should be a legal arrangement that posts should be filled only through promotion to deputy secretary and joint secretary positions. .
In Wednesday's meeting of the State Administration and Good Governance Committee of the House of Representatives, Dahal, a member of parliament from the Maoist Center, who was present as an amendment to discuss the bill to make provisions regarding the formation, operation and conditions of service of the federal civil service, demanded that such provisions should be made to stop the trend of employing the employees only for exam preparation .
'Deputy secretary and joint secretary's open filling system should be stopped. There is a tendency for branch officers to enter service and prepare for the examination of deputy secretary and joint secretary by exploiting the resources of the state,' he said, 'now deputy secretary, joint secretary and secretary should be promoted based on performance evaluation. These verses do not require reading, experience is needed.'
MP Dahal said that the Civil Bill sees the state and local levels only as administrative units of the centre. He also said that staff mobilization should be autonomous.
