National Independent Party MP Shishir Khanal has said that there should be a legal arrangement to allow students who are the best in Nepal's universities to directly enter the civil service.
During the discussion on the bill to regulate the formation, operation and conditions of service of the Federal Civil Service in the meeting of the House of Representatives' State System and Good Governance Committee on Wednesday, MP Khanal proposed that an environment should be created to provide service to the students who receive 'Gold Medal' in the university in Nepal.
In order to attract young people to the civil service and to create an environment where the best in the university work in Nepal, Khanal proposed that there should be a system of direct appointment (lateral entry) of outsiders to high positions in the civil service. A law should be made for direct entry of Nepali University toppers (gold medalists) into civil service. "Let's arrange for lateral entry in the civil service bill so that those who have topped universities in Nepal enter the civil service of Nepal instead of becoming professors in the universities of America and Australia," proposed Khanal. His argument was that such an arrangement would increase the attraction of the country's civil service.
In order to attract young people to the civil service, he said that legal arrangements should be kept in the civil service bill.
Similarly, Khanal has also proposed that the arrangement of reservation should be done only once for one person. He said that the system of one person entering the service through reservation and then repeatedly being promoted from reservation is not correct.
MP Khanal has also said that there should not be an open competition system for joint secretary . He said that coming directly to joint secretary from open competition will affect the work due to lack of experience. He said that the post of joint secretary should be done through internal competition.
