After the poor result in the local level by-elections, the UML has made 6 resolutions with the goal of building national power. A two-day workshop of in-charges, presidents and secretaries of provincial, district and fraternal organizations held in the federal capital passed a resolution to make the party organization dynamic and connect with the people.

UML has decided to run a campaign of 'Party Building till the end' saying that the results obtained in the by-elections at the local level did not show good signs even though it was called 'Mission 084' for national power building.

The workshop concluded that although UML started the campaign to form the first party in the 2084 elections, the committees were not effective. The workshop that ended on Sunday has decided to intensify the organization strengthening campaign. 

A program has also been decided to connect the activities of the union, state and local governments with the people and to activate the party organization for that.

UML Propaganda Department Head Rajendra Gautam informed that a resolution proposal has been announced to bring the party organization to the lower level of the country. According to him, UML has taken the main decision to run a ward-centric campaign. UML has resolved to conduct a 3-month ward-centered campaign from January to build decisive national power. 

The National Workshop has also resolved to build a committee up to the basic level and to conduct a 'People's Organization Campaign' along with membership expansion. According to the information submitted by Kashinath Adhikari, head of the organization department, there are currently around three lakh organized members in the UML. UML is determined to increase that number.

It has been decided to renew the party membership of 2082 within 2081 in a lawful manner and connect all party members online. There are two million members of 23 fraternal organizations in UML. 

The National Workshop has also decided to organize the National Youth Festival by March 2081, taking the policy of connecting the youth to the party. The leaders and workers have been instructed to counter the UML leadership by stating that there has been a siege and attack. According to Gautam, Head of Publicity Department, the workshop focused on 10 topics and had group discussions.

Party discipline, monitoring and evaluation of party work, public concern for economic-social transformation, strengthening the party concentrated at the local level, orderly party system, end of dissatisfaction, conflict and factionalism within the party, mass organization and organization building in non-geographic areas, suggestions to the party center, new members UML has discussed about the growth and empowerment of party members, party system and improvement of working style of leaders and workers.  The leaders of the

group suggested that if the organization from the center to the ward level is to be strengthened, the issues of public concern should be addressed and leaders and workers should be directly connected with the people. Group leaders Krishna Prasad Jaisi, Gulabjung Shah, Pitambar Bhusal, Samik Badal, Chandeshwar Mandal, Kailash Dhungel, Navraj Sharma, Khadga Bahadur Rai, Padam Khadka and Surya Pathak have given a written statement that there is a problem in the fact that there is a committee up to the ward but it is not practical. There were also reports that work could not be done due to factionalism in some provinces and districts.

 While addressing the workshop, President KP Sharma Oli said that he had heard that Vice President Vishnu Paudel and General Secretary Shankar Pokharel had a faction in UML, but that was not true. He mentioned that factionalism is not tolerated in the party and said that all leaders are equal for him.

President Oli said that there is a tendency to disagree in the party. Dissent in the party but unable to find the right way! There is a tendency to separate oneself by having disagreements,' he said, 'If you work honestly, the party will improve, honesty is needed to take the right direction.' 

Oli instructed the leaders and workers to go to the villages and work to change the situation of the people. "I believe that you will do practical work to bring about change in the situation," he said, adding that our party was formed to bring about positive change in the country. Communist Party is needed to change the needs of people's lives.'

General Secretary Shankar Pokharel said that there is a problem in the organization and they should work dynamically up to the ward level for reforms. In the workshop, it was concluded that there is no need to be ashamed even if the result of the by-election at the local level is not expected.

A campaign will be conducted up to the ward level to find the reason why UML won in the local elections two years ago. Some have also commented that the leaders and workers of UML are not mixing with the voters, and their working style is going against the policy of the party.
