Energy, Water Resources and Irrigation Minister Deepak Khadka's company owes more than 24 million principal and more than 278 million fines for renting the building and land of the volunteer organization Nepal Scout.

Scout has sent a letter to the State Order and Good Governance Committee of the House of Representatives on Thursday and informed the details of the outstanding rent and fines owed by Khadka Land Development Pvt Ltd.

Chairman Khatiwada informed that a meeting has been called for December 3rd to discuss whether this matter falls within the scope of the committee.

Khadka Land, which is managed by Minister Khadka, had an agreement to lease Nepal Scout's building and three ropani land for 10 years in 2065, but by grabbing another 9 ropani land, they used the agreement for 15 years. Khadka also opened his liaison office on that land when he was a member of parliament. According to Scout officials, Khadka, who paid regular rent till 2075, refused to pay the rent even though he was using the land and building. After he stopped paying the regular rent, Scout started imposing fines at the rate of 250 rupees per day as mentioned in the contract.

An official of Scout said that Khadka, a central member of the Congress and a member of the House of Representatives, used the building and land of a charity organization under the guise of political power and did not pay the rent. The then Executive Committee of Scout

Khadka Land has deposited 50 million in Scout's account only on Wednesday after the news that the State Administration Committee has not taken any action except to approve Scout's application. According to the letter sent to the State Management Committee under the signature of Scout's accounting officer Chudamani Karki, Khadka Land has to pay 24 lakh 66 thousand 351 rupees 29 paise principal and 278 lakh 61 thousand 500 rupees fine till Thursday. 

Khadka Land has filed a case in the Kathmandu District Court demanding exemption of the fine, while Scout has filed another case demanding an order to recover the arrears along with the fine. An employee said that Khadka Land is also putting pressure on the officials of Scout for exemption of fine. The employee also informed that Youth and Sports Minister Tejulal Chaudhary was present and interfered in the meeting chaired by Chief Commissioner of Scouts Mahendraraj Ranjit to get fare and fine discount. 

A joint statement was issued on Wednesday, reflecting the collusion between Minister Khadka and the scout officials. In the statement signed by Chairman Vikal Thapa Chhetri on behalf of Khadka Land and Chief Commissioner Ranjith on behalf of Scout, it is mentioned that there was disagreement between the two parties in the past and recently dialogue is going on to solve the problem. "Recently, with the aim of resolving the disagreement completely, we have been holding continuous meetings, discussions and dialogues between the responsible representatives of both sides, and through these dialogues, we have come close to solving the problem," said the statement. Khadka Land will invest the capital amount

Both parties have also claimed that Minister of Energy Khadka is not related to Khadka Land.
