Ministers have said that due to lack of adjustment of the police, the state government has problems in performing its functions. Speaking at the inter-provincial level conference on peace, security and disaster management held in Kathmandu on Thursday, the ministers of the provincial government said that there is a problem in working on crime control, peace security and disaster management due to lack of police adjustment.

They say that when the federal government does not adjust the police, the state-level internal affairs ministries are without work.  Speaking at the

program, Minister of Internal Affairs and Law of Koshi Province, Revathiraman Bhandari, said that even though it is through an ordinance, all the rights of traffic management and accident reduction should be given to the provincial government. Mentioning that they did not ask for all the rights from the union government, he said that the province should ensure the rights they get. 

'Through the ordinance, cooperation with traffic for peace security, disaster management, accident control and its defining legal arrangements should be made. Traffic management and reducing accidents is an important task of the provincial government, he said, but due to the lack of legal clarity, we are not working even if we want to. We did not ask for all the rights, no matter how many rights the association wants to have. But please clear the rights that the state has.

Home, Communications and Law Minister of Madhes State Rajkumar Lekhi said that the federal government and the political leadership are not fulfilling their duties for the state government. He is of the opinion that the common problem of all provinces is police adjustment. 

We are aware of the constitution, federalism and legal issues. But when it comes to implementation, we are very narrow minded. We are biased. I am of the opinion that the leadership of our political party is not fulfilling its duty in a fair manner towards the state government. We all have the same ideas and common problems of all provinces. Speaking at the

program, Minister of Internal Affairs and Law of Lumbini Province Adesh Kumar Aggarwal expressed his anger that the police adjustment debate has been heard since 2007 but has not yet been implemented. He asked the Home Minister to adjust the police immediately. He demanded that the Police Adjustment Act should be brought or the internal affairs ministries of the province should be abolished. 

He said, 'Either the Police Adjustment Act had to be brought, or we had to free the provinces from internal affairs. We have to sit and watch together. We have the right to regulate, perform, etc. There are 12 districts in Lumbini province. What we can look at microscopically is the Ministry of Home Affairs. We are also watching. But problems are happening because we are deprived of our rights.

Minister of Internal Affairs and Law of Sudurpaschim Province Hira Sarki said that Sudurpaschim Government has always been neglected by the Union Government. He said that it is necessary to increase the participation of the state in that field by empowering all the provincial governments to help the development of the country. 

Chief Minister of Karnali Province and Minister of Internal Affairs and Law Yamlal Kandel stressed that it is necessary to solve the problems in financial federalism. He said that not paying attention to financial federalism has created suspicion among the citizens. He mentioned that even though the provincial governments are trying to work, there is a problem due to legal obstacles and emphasized that the adjustment of the police should be done as soon as possible.  In the

conference, the provincial ministers emphasized that the country should be led on the path of prosperity by empowering the provincial governments. He said that for the overall development and prosperity of the country, the regional structure should be made strong and empowered.
