A case has been filed in a special court against Nepal Insurance Authority Chairman Surya Prasad Silwal on charges of embezzlement and corruption. The Commission for Investigation of Abuse of Authority filed a case against President Silwal for misusing his position as a national servant by making forged documents mentioning different dates of birth time and again. With the filing of the case, Silwal has been automatically suspended legally.
In the charge sheet of the authority, there is a demand that Silwal should recover 36 lakh 62 thousand 154 rupees and 16 paise of the benefits received from 15 July 2080 till now.
"As the chairman of the authority should retire at the age of 65, it seems that Silwal, who remained in office even when she entered the age of 66 on July 16, 2080, has misused the benefits, facilities and rights of the national servant," said authority spokesperson Narahari Ghimire. According to Akhtiar, it has been found that the date of birth has been modified and the citizenship and passport have been falsified The age of 16 years is mentioned in the citizenship certificate issued on 2032 Chait 24 from the district administration office Parsa of Silwal. Later, when the copy of citizenship was received from District Administration Office Kathmandu on 17 Baisakh 2066, the date of birth was mentioned as 22 November 2016. The date of birth 2015 is written on July 15, 2015 in the undergraduate transcript issued by Tribhuvan University. It is mentioned in the charge sheet of the authority that the birth date of the transcript is also mentioned in the job and personal details (citrol) filled by Silwal himself.
Silwal mentioned the same date of birth and took appointment in the Civil Service on July 1, 2043 as Rap III. Based on the same date of birth, the authority said that he obtained a pension authorization letter from the civil library and obtained mandatory retirement on July 15, 2073. Spokesperson Ghimire said that Silwal himself had confirmed/accepted/had his date of birth on July 15, 2015.
But Silwal has given false information in the form while getting a diplomatic passport, special passport, according to the authority. According to spokesperson Ghimire, while taking the passport, Silwal mentioned his date of birth as October 24, 2018. The authority claims that he reduced his age by about 3 years from his actual date of birth in order to obtain a diplomatic passport and a special passport as a national servant.
The authority has demanded that action be taken against Silwal in accordance with Section 15 and Section 16 of the Prevention of Corruption Act 2059 in accordance with Section 15 and Section 16 of the Act. In section 15, there is a provision of imprisonment for one to two years and a fine of 50 thousand to 1 lakh rupees if one uses it or takes advantage of it.
Similarly, in Section 16 (1), a person may obtain or remain in the position of a national servant or obtain any position, benefit or facility, for the purpose of obtaining educational qualification, name, caste, age, caste, surname, address, citizenship, qualification or other If any kind of false certificate is submitted, he should be imprisoned for 6 months to one year and fined from 10,000 to 20,000 rupees depending on the amount of the crime. The government had appointed Silwal as the Chairman of the Insurance Authority on 20th of January 2077 for four years, according to which his four-year term will end on the 19th of January. Earlier, he was the Secretary of the Government of Nepal. He retired when he was Home Secretary. While he was home secretary, he misused his position and corrected his date of birth.
