Even after 10 months, the petition submitted by Nepal Scout to the State System and Good Governance Committee of the House of Representatives, saying that the company owned by Energy Minister Deepak Khadka has not paid the rent of the land and building as per the contract, has not been discussed.

Congress central member and MP elected from Sankhuwasabha  Khadka Land Development Pvt. Ltd., which is the operator of Khadka, leased 3 acres of land from the volunteer organization Scout. The company has yet to pay more than 50 million for rent.

After all-round pressure, the District Administration Office Kathmandu intervened and vacated the land on May 7 and sealed it. According to Scout, even though the administration sealed the land and building, Minister Khadka's company did not pay the outstanding rent.

After writing a letter to the President, Prime Minister and Ward Office, but there was no response, Nepal Scout sought the help of the Public Order and Good Governance Committee to collect the rent from the company that operates Khadka according to the court's decision.

The committee is ignoring the petition given by Nepal Scout on 14th January 2080. In the petition, the chairman of the committee, Ramhari Khatiwada, directed the secretary of the committee to take necessary action. Committee Secretary Suraj Dura nominated Branch Officer Vikas Shrestha. The application has since been shelved. The secretariat has not informed the members of the committee about the application. 

The name of Energy Minister Deepak Khadka has been mentioned in the letter written by Scout addressed to the Chairman of the State Administration Committee. In the

petition, there was an agreement in 2065 between Khadka Land Development Pvt. Ltd., which is the owner of MP Khadka, and which is the exclusive right of Nepal Scout, in connection with the mining department of Lainchour, part 10 of Kathmandu Metropolitan City, former Ward No. 9 (currently Ward No. It is mentioned that it expired in 2075.

Khadka has prepared fake documents on matters such as parking, which are not mentioned in the contract, and the 10-year contract period has been changed to 15 years by manipulating the contract.

According to the instructions, there is a request to provide the necessary support to ensure the environment for the implementation of the judgment.

"We wrote a letter to the Ministry of Home Affairs at that time. After that, the Ministry of Home Affairs locked the building of Scout overnight," he said. The committee is also going to write a letter to the Ministry of Home Affairs, that is why we have stopped. There was no information about what happened after the lock.' 

Khatiwada, Chairman of the Parliamentary Committee, says that there are different opinions about the arrears that Khadka has to pay to Scout. In the case of raising money, it should be according to the terms and conditions of the contract taker and giver. "Scout and Khadka had different ideas about how much to pay," he said. Khatiwada says that the scout's letter can be discussed in the committee. "We need factual information about the work done in the meantime," Chairman Khatiwada said. We will not discuss anything based on the Congress leader.' 

According to Scout, a case has been filed in Kathmandu District Court to 'collect arrears' from Khadka Land, which is owned by MPs and ministers. According to Scout, by the time the administration intervened, Khadka Land was yet to pay 66.2 million. Since then, scout director Ram Prasad Bhattarai said that only around 1 crore rupees have been paid time and time again.

Youth and Sports Minister Tejulal Chaudhary, who is also a Congress MP, has been instructing the scout to waive the fine, according to sources. In the agreement, it is mentioned that the total voucher should be submitted to Scout within the 15th day of the same month for each month. It is mentioned in the bilateral agreement that if the rent amount is not paid on time, a penalty of 250 rupees will be charged daily. 

Minister Khadka claimed that he had left the company and told the concerned party to pay the rent. All the money must have been paid. Khadka, who had taken control of Scout's land and building, used to give it to other business organizations and collect rent for 15 years. Khadka had also set up his contact office in the Scout premises, where the party flag was kept. In the rented building, electricity and water bills were also raised in the name of scouts.
