Parliamentary committee chairpersons have demanded ministerial dignity and facilities. In the meeting of Speaker Devraj Ghimire, Deputy Speaker Indira Rana, Joint Committee of the Federal Parliament and Committee Chairmen under the House of Representatives, Secretary of the Parliament Secretariat and Committee Secretaries, they demanded that the order of dignity of the Parliamentary Committee Chairmen should be the same as that of the Minister and that legal and practical arrangements should be made to provide service facilities accordingly.

Speaker Ghimire, Deputy Speaker Rana, Law, Justice and Parliamentary Affairs Minister Ajay Kumar Chaurasia, Committee Chairmen, Secretariat Secretaries, Parliamentary Committee Secretaries held a meeting on Tuesday under the sponsorship of 'Parliamentary Support Project (PSP)' under the United Nations Development Program at a hotel in Lalitpur. .

The meeting to be discussed at the Parliament Secretariat was held at the hotel with the participation of the UN project sponsorship and the officials of the organization. In the meeting, the chairpersons of the committee under the House of Representatives claimed that the dignity of the state minister could not be used to carry out parliamentary work. They claimed that the work of the Parliament was not effective as their dignity was only that of the Minister of State .

Abdul Khan, Chairman of Industry and Commerce and Labor and Consumer Welfare Committee, demanded that committee chairmen should be held in ministerial dignity for the effectiveness of the parliamentary committee. He gave information about the purpose of the committee and the status of the chairman. His argument was that since the directives given by the

committee are not being implemented by the executive bodies, the status of the chairman should be like that of a minister. "We give instructions to the chairman and the committee, but the status of the person who gives the instructions is lower and the status of the person we give instructions to is higher." He said that since the superiors do not follow the instructions given by the lower dignitaries, the status of the chairman of the committee should be at least equal to that of a minister. Khan is an MP of the Janmat Party.

Chairman of the Women and Social Affairs Committee of the House of Representatives, Kiran Kumar Sah proposed that the old 'Minister's Quarters' in Pulchok should be made the residence of the parliamentary committee chairmen by making the chairmen's status as ministers. He said that 25,000 will be given to the committee chairpersons as housing allowance, but since it is not enough, he demanded that accommodation should be arranged. We said that we do not need 25,000, the minister's accommodation is empty, the committee chairman will be placed in the minister's quarters. The speaker has assured that he will discuss the situation again after understanding the situation, said Shah. He is an MP of UML .

The government residence at Pulchok was earlier made the minister's residence. After the construction of a new minister's residence at Bhainsepati in Lalitpur, the residence of Supreme Court judges has been built in the minister's residence of Pulchok.

Chairman of the Rajya Sabha Ramhari Khatiwada argued in the meeting that the Prime Minister and Ministers who are ex-officio members cannot be given instructions by sitting on the dignity of the Minister of State. He said, 'rather, don't arrange for me to be the minister's dignity when I become the chairman of the committee, but I had to make it after I left. The Prime Minister and the Minister will feel uncomfortable when the committee chaired by the State Minister comes to the meeting. It does not mean that you should make the dignity of the minister to take advantage, but to maintain the dignity of the chairman.'  In the past, Congress MP Khatiwada refused to come to the meeting called by the chairman of the committee of the state minister and sent it to the minister of state and the committee sent the minister back to the state minister. The chairmen of the committee also presented international practice saying that their dignity should be like that of the minister. They said that in countries like India, Britain and Canada, the dignity of the chairpersons of the parliamentary committees is the same as that of the ministers. Even in Nepal, committee chairpersons were given the same dignity as ministers in the past.

Chairman Khan also said that committee members should have the right to use 'whip' for attendance. "The chairman should have the right to whip the committee members to come to the meeting." The committee and the chairman do not have that right . Members do not have the right to compulsorily attend the committee, if attendance is not arranged, the committee will not have a quorum, he said. He said that the dignity of the committee chairpersons should be made like that of the ministers, either by making a law or by making a decision from the Council of Ministers. "The dignity of a minister should be arranged legally". It can be arranged by passing the law or it can be done by the decision of the Council of Ministers, the order of dignity should be arranged with the minister,' he emphasized .

Sah of the women's committee demanded that the national flag should be placed in the chairman's residence like the minister in order to increase the dignity of the parliamentary committee . He also proposed that the Speaker's photo should be placed in the Speaker's office just like the President's and Prime Minister's photos are kept in the ministry.  According to the committee chairpersons who participated in the

discussion, Speaker Devraj Ghimire did not respond to the demands of the chairpersons, such as making the order of honor like a minister and arranging residence.

State System Committee Chairman Khatiwada said that there has been a decline in parliamentary activities when appointing those who have been appointed to other services in the Federal Parliament. He said, 'Bringing those who have no experience of the parliament and who have been given opportunities in other services as general secretary and secretary in the parliament will reduce the parliamentary activity.'
