Likewise, voters, development partner organizations, projects and project employees run by governmental or semi-governmental organizations, organizations conducting voter education programs and their employees, private sector banks and financial institutions, cooperative organizations, commercial and industrial sectors, their officials, Employees and workers, officers, employees and workers of commercial organizations providing goods or services and other bodies or persons designated by the commission must comply with the code of conduct.

The Commission has said that if any actions prohibited by the Code of Conduct are to be done/performed in areas other than the local level where elections are held in the district where the Code of Conduct is implemented, it can be done as per the decision given in advance to the Election Commission.
