Chief Minister of Karnali Province Yamlal Kandel has said that although the structure of the country is according to federalism, questions are being raised about the state government due to its centralized mentality. Chief Minister Kandel said, "The federal government should make laws that are compatible with the constitution, and the question arises because the state government does not have a law to work." He says that the constitution and federalism can be protected only if the state level is promoted. Kandel said the state governments He pointed out that dissatisfaction and disappointment has arisen at the citizen level due to not being able to be active. Kandel said that when centralization prevailed in all areas, the achievements of the provincial governments were not seen.

Commenting on the fact that the employees are not ready to be transferred in the provinces, Kandel, the Chief Minister of Karnali, suggested that the transfer of employees should be arranged by making a law. He pointed out that the trend of transferring employees based on face rather than method and process should be stopped.
