The official resigned from the ministerial position on Wednesday after it was revealed that he was not allowed to enter Japan due to suspicious documents. The next day, the state committee suspended the officer from being a member of the party's National Convention Representative Council and an organized member until the charges are finally settled. The decision of the provincial committee was approved by the UML secretariat on Saturday itself. Adhikari is a member of the Provincial Assembly elected twice consecutively from Morang-2 (2). 

The then ministerial officer flew from Kathmandu to Japan on October 13 without even taking the approval of the Union and State Governments for the gang's plan. Kanchan Devkota from Rasuwa and Dawa Sherpa and Janak Rai from Khotang reached Tokyo by joining the Hong Kong transit with the officer. The four of them had gone to participate in the ``Culture at Home'' program said to be organized by the ``Arts Council Tokyo'' from October 29 to November 3. The hotel of the four was also 'booked' together. Japanese immigration sent all of them back after the documents of the three youths with the authorities were found to be suspicious. 

On October 17, Devkota, Sherpa and Rai were detained by immigration at Tribhuvan International Airport and handed over to the police for investigation. The officer escaped after showing his identity card to the immigration desk that he was a minister.

Rai of Khotang Kepilasgarhi and Devkota of Kalika Rural Municipality of Rasuwa, who reached Japan with the minister, were carrying fake identity cards of employees of the Ministry of Internal Affairs and Law of Koshi Province. It has been found that their identity card was signed by the then Minister Officer as 'Acting Head of Office'. Sherpa came to Japan to participate in the program as a ward member of Ainselukhark-2 in Khotang. 

The officer has given a clarification that he fell into the gang's trap and reached Japan. He claims that he only learned about the gang's plan at Hong Kong Transit. After reaching Japan, the officer said that he helped Koshi Police Chief DIG Chandrakuber Khapung and Special Bureau of Police DIG Rajan Adhikari by sending a 'message' to the investigation. He also claims that he did not sign the employee's fake identity card. 

An officer of the police says that it is suspicious that the incident was not informed about the crime from the place or in which situation, and only after reaching Japan. "He might have given notice to escape in Nepal after the Japanese immigration looked suspicious," he said.

UML Koshi State Committee President Ghanshyam Khatiwada released a statement on Saturday and mentioned that he went to Japan against official dignity by ignoring the necessary standards and procedures related to officials' visits. Stating that the party has recalled the minister after seeing that the minister went on a visit against official dignity, he commented in the statement that 'Ignoring this, they are trying to cover up or lighten up the incidents of irregularities of a serious nature by making serious accusations against UML through various media and social networks.
