CPN Maoist Center Deputy General Secretary Janardan Sharma has raised 11 points of questioning against President Pushpa Kamal Dahal and his leadership and accused them of abusing state power against dissenters. Sharma has made such allegations in the 15-page proposal on 'party building problems, solutions and upcoming tasks' presented by Sharma in the standing committee meeting held at the party central office.

Most of the questions mentioned by Sharma in the proposal are focused on President Dahal. "I have proposed to protect the Maoist movement and make a strong party without prejudice," he said. I believe that the party will be strengthened by discussion within the party.'

Sharma has also accused Chairman Dahal of acting in a biased manner based on his different opinions in the convention, legislative assembly and central committee.

'The propaganda that started from Khumaltar that so-and-so is going to UML was intensified after reaching Baluwatar,' he said, 'In order to help the said propaganda, when the original leadership arrived in Pokhara, the party was heading towards the foot, after hooting in the program hall to say who they would support, the listeners were sure that the party would break up.

In the central committee held last January, after Sharma demanded the transfer of leadership, Dahal said that there was a conspiracy to split the party at the Gandaki state-level party training held in Pokhara last May. Sharma claims that the same expression of Dahal has spread all over the country.

'Its effect started appearing all over the country . After saying that it is Janardan from Baluwatar rather than who will break it, the fear of party break has spread among the common workers and the public. They are asking. This matter has become a matter of interest in other political parties, security agencies, and the bureaucracy.'

He also accused President Dahal of creating new contradictions instead of addressing the disputes and questions within the party. The president's belief that a greater contradiction should be created to solve it has worked,' he wrote.

Sharma says that in the second week of January 2078, the demand for directly elected leadership in Kathmandu and the demand for transfer of leadership has been suppressed by announcing a special session. The special convention that was announced at that time has not been held yet.

Dahal was selected as the president by the general meeting that elected an incomplete central committee . The central committee has not yet been completed, and it took eight months to elect the officers. He demanded that Dahal should answer for announcing a special convention before the conclusion of the eighth convention and ending the importance of the convention inside the hall.

Similarly, Chairman Dahal also accused that the legislative session held last February was ended against the feelings of the representatives . In the legislative convention held last February, there was a demand that the leadership should be transferred, and the leadership should be selected through direct elections . At that time, the provision that the central committee should be directly elected was passed in the constitution.

In the eighth session held in December 2078, Sharma and another Deputy Secretary General Varshaman were again the main contenders for Secretary General. According to a close leader, both leaders met Dahal in Khumaltar and asked him to make one of them the general secretary. But Dahal promoted Dev Gurung as Secretary General.

In June 2080, Pun and Sharma said from the platform that there was no dispute between them at the Tribhuvan University Council meeting of All Revolutionaries. On the same platform, Dahal expressed his anger by saying, "Party leadership is a big sacrifice, born only from ideas".

2079 Dahal, who became the prime minister after the general election, told a close leader that Sharma had launched a nationwide campaign to split the party. Sharma demands that Dahal should answer the questions related to the misinformation made by Baluwatar when he was in the government and sometimes against Varshaman.

He is confusing and panicking the common people that the party is breaking up without going into review, clear discussion, criticism-self-criticism, and spreading rumors that MPs have signed against me, which is causing great damage to the party and the leadership itself.

When he was the finance minister in 2078, the source said that Dahal, when he was the prime minister, raised questions saying that Dahal was trying to use the authority to resist the money laundering investigation department and the Rashtra Bank for investigating the 400 million rupees suspiciously received from abroad in the name of a businessman.

Similarly, Standing Committee member and former Speaker Onsari Gharti said that the then Prime Minister Dahal turned a blind eye even when her relative was involved in gold smuggling. Chairman Dahal himself has created parallel committees to split the leaders, Sharma has alleged. Even though Pancha Singh was selected as the president by the October 2078 national conference of all revolutionaries close to the Maoists, the Pawan Karki group formed a parallel committee. Deputy General Secretary Sharma has alleged that Dahal had a hand in forming a parallel committee against Sharma's supporter Pancha Singh.

Sharma has challenged Dahal to break the alliance with the Congress in the November 2079 elections and to cooperate with the UML for the prime minister, and then to confirm the justification of the alliance with the Congress in two months when the president did not agree and in February to break the alliance with the Congress and join the UML again .

Similarly, Sharma believes that Dahal has also failed in the implementation of federalism. Sharma has also questioned the fact that President Dahal disagreed with adding the name Kirant even when naming Koshi province in February 2079. Sharma has made a sharp comment on the trend of ousting the chairman from the work area for questioning his working style.

'Doubt will burn Sri Lanka, create a storm in a teacup, create public confusion to the detriment of the party itself, how will the party be formed if we run the party from the confusion and fear that we grew up in schooling that everything said by the original leadership is correct  ?'s question is .

Then Sharma was out of Dahal's 'Kitchen Cabinet'. At that time, there was a clash between Sharma and Pun for the position of General Secretary. To reconcile that conflict, Dahal made Gurung the general secretary and limited Sharma to the deputy general secretary. Elected from Rukum West, Sharma seems to be without responsibility in the party.

He was in charge of Bagmati province before the standing committee divided the work of the leaders in the second week of February. Expressing dissatisfaction with the division of work, Sharma wrote a 'note of dissent'. He questioned President Dahal about the policy of people's representatives not taking responsibility for the party.

"When the people's representatives talk about the implementation of the political system that does not take responsibility for party work, the question naturally arises as to whether it will be implemented by the president himself and at the entire level," he said. In the Maoist legislative session held in the first week of February, Deputy Secretary General Sharma lobbied that the leadership should be selected through the direct election system.

At that time, he held a formal/informal discussion with the convention representatives saying that the party can be strengthened only if the leadership is selected through the direct election system . In the group discussion at the convention, there was a voice about choosing the leadership through direct election .

Sharma also raised the issue of leadership transfer in the central committee meeting held in the last week of January. At that time, he was of the opinion that the leaders who are currently in the leadership should retire and hand over to the youth. His contemporary leaders who are challenging for President Dahal, who has been exercising "all rights" in the party for about three and a half decades, are not in the party.

After Mohan Vaidya, Baburam Bhattarai, CP Gajurel left the Maoists, Dahal has centralized the party more on himself . Lately, Deputy General Secretary Sharma has been raising questions about Dahal's working style within the party and in public. Before the Legislative Assembly in February, Deputy Secretary General Sharma expressed the view that the youth should be promoted through direct election and otherwise the party would not be formed through this method. Chairman Dahal was angry.

Expressing his displeasure with the policies and working style of Dahal, who has been leading the party for three and a half decades, Sharma has concluded that the party cannot be formed under his leadership. In his written proposal, he not only proposed that Dahal should hand over the leadership, but also said that he should take the main responsibility for the weakening of the Maoists.
