The government has recommended ambassadors to one and a half dozen countries. The meeting of the Council of Ministers held on Monday recommended Shankar Sharma as ambassador to India, Krishna Prasad Oli to China and former Chief Secretary Lokdarshan Regmi to America. According to a minister of the government, Bhagbandama Sharma was recommended by the Congress-UML alliance as an ambassador on behalf of the Congress and National Nature Conservation Fund chairman Oli and former chief secretary Regmi on behalf of the UML.
The Cabinet has also decided to recall China's ambassador Bishnupukar Shrestha, Sri Lanka's Vasudev Mishra, South Africa's Dan Bahadur Tamang, Russia's Milan Tuladhar and Australia's ambassador Kailash Pokharel. Shrestha, Mishra and Tamang were recommended by the Maoists and Tuladhar and Pokharel by the Integrated Socialists.
Ambassadors have been recommended in one and a half dozen countries including 11 countries that are vacant, 5 that have been recalled and those that will be vacated after three months, said the minister. Recommendations have also been made for the appointment of ambassadors in Belgium, Pakistan and Germany, where the ambassador post will become vacant after three months. According to that minister, 9 from Congress including Japan and 8 from UML and two from the career ambassador of the Ministry of Foreign Affairs have been recommended.
According to the list received by Kantipur, former Secretary Chandra Prasad Ghimire in Britain, Naresh Vikram Dhakal in Saudi Arabia (former ambassador to Qatar), Dhan Prasad Pandit, former head of Padmakanya Campus in Israel, Professor Kapil Shrestha in South Africa, former Deputy Speaker Shivamaya Tumbahamfe in South Korea, Dr. Shail Rupakheti, Kanta Rizal (former ambassador to Israel) in Australia, Netra Timilsina in Malaysia, Sanil Nepal in Spain (former ambassador to Portugal) and Ramakrishna Bhattarai in Sri Lanka have been recommended as ambassadors.
Similarly, Foreign Affairs Joint Secretary Prakashmani Paudel in Portugal and Rita Dhital, Joint Secretary in Pakistan, Sumnima Tuladhar in Denmark and Jangab Chauhan in Russia have been recommended. The names of those recommended for Qatar and Belgium have not been revealed. The previous Dahal government had decided on May 24 to recall the ambassadors of 11 countries, including India and the US, without completing their terms. Then on June 7, new ambassadors were recommended for 8 different countries. However, the Oli government changed the ambassadors recommended by the previous government.
The Ministry of Foreign Affairs did not write to the Parliament Secretariat for the hearing of the 8 ambassadors recommended by the previous government. This is not the first time that ambassadorial nominees are being withdrawn without a parliamentary hearing. In the first week of July 2078, the 9 ambassadors appointed by the previous Oli government were returned by the Sher Bahadur Deuba-led government of the Congress-Maoist alliance without a parliamentary hearing.
Only after the parliamentary hearing is completed, the agrimo (acceptance) is sent to the concerned country. There is a provision that the ambassador will be appointed only after Agrimo is approved. Earlier, Sanil Nepal, who was appointed ambassador to Portugal, was recalled by the Dahal government on May 24, before he could go to work. This time, Nepal has been recommended as the ambassador of Spain. Similarly, the meeting of the Council of Ministers on Monday also appointed heads of Wagmati, Lumbini and Karnali provinces. The meeting has appointed Deepak Prakash Devkota in Wagmati, Krishna Bahadur Gharti in Lumbini and Yagyaraj Joshi in Karnali as the provincial heads. Devkota is of UML and Gharti and Joshi are Congress leaders.
The Council of Ministers has also transferred 21 secretaries on Monday. The secretaries were transferred two weeks after the political equation changed and the government was formed under the leadership of KP Oli. The meeting has decided to bring Ram Prasad Ghimire as Finance Secretary. He was serving as Revenue Secretary in Artha. Dinesh Kumar Ghimire has been posted as Revenue Secretary from Ministry of Commerce.
Finance Secretary Madhu Marasini has been transferred to the office of the Vice President. Radhika Aryal, who is in the Vice President's office, has been sent as the Communications Secretary. Eknarayan Aryal has been retained in the Ministry of Home Affairs. Mukund Niraula, Secretary of the Ministry of Federal Affairs and General Administration, has been transferred to the Ministry of Labour, Employment and Social Security. Bharat Subedi has been taken to the federal ministry. Subedi was in the Public Procurement Monitoring Office.
National Statistics Office Secretary Arjun Prasad Pokharel has been transferred to the Ministry of Land Management, Cooperatives and Poverty Alleviation. Bhumika Gokarnamani Duwadi has been transferred to Statistics Office. Rameshwar Dangal of the Abuse of Authority Investigation Commission has been transferred to the Defense Secretary, while Kiran Sharma of Defense has been transferred to the Natural Resources and Finance Commission.
Gopal Sigdel, Secretary of the Ministry of Physical Infrastructure and Transport, has been transferred as Energy Secretary, while Keshav Kumar Sharma Vidari of the Energy Commission has been made the Secretary of the Ministry of Physical Infrastructure. Suresh Acharya, Secretary, Ministry of Water Supply, has been transferred to the Energy Commission. Pramila Devi Bajracharya, who is in Nepal Trust, has been transferred to the Secretary of the Water Supply Ministry, while Ram Aadhar Sah, who is in Vigilance Center, has been transferred to Nepal Trust.
Narayan Prasad Duwadi, who is in the Prime Minister's Office, has been sent to the President's Office, while the Secretary of the Ministry of Communication and Information Technology, Ramakrishna Subedi, has been sent to the Public Procurement Monitoring Office. Madhusudan Burlakoti has been transferred as Commerce Secretary. He was in the Natural Resources and Finance Commission.
Public Service Commission Secretary Rajkumar Shrestha has been transferred to the Prime Minister's office. Dilliram Sharma has been sent to Public Service from the Prime Minister's Office, while Ghanshyam Upadhyay, Secretary of the Ministry of Labor and Employment, has been sent to the Authority's Secretary.
