Gopal KC from Biratnagar mentioned his name to learn motorcycle making skills at the stall of 'Skill Project for Sustainable and Respectable Employment'. KC reached there on the first day of the 'Shramadhan Rojgar Mela' organized by the Ministry of Labour, Employment and Social Security in Biratnagar on Thursday and Friday.

 'I have been unemployed for 7 months . He used to work as a cook in a hotel in Kathmandu. You have to work 18-19 hours daily in the hotel. Have to work very long hours for little pay . That job also broke . I haven't returned to Kathmandu since I came home,' KC, who was met at the fair, told Kantipur, 'I came here because I could find work.' As he could not find a job according to his skills, he had to nominate his name for motorcycle making training.

With the technical support of Helvatas, the Ministry of Social Development, Koshi is training industrial trainees through skill placement for sustainable and respectable employment. There are many types of training. I wanted to learn and work in motorcycle making more than others," he said, "I have not been employed abroad yet. I like to work in the village. You don't get work as expected.'

Goulakumar Das and Mahubub Alam of Biratnagar-8 have skills in their hands. But no work . Both of them are proficient in connecting electricity to the building . CTEVT has produced many manpower like us. The produced manpower has not got a job . If a house is being built in Biratnagar, 10 people come to ask for work,' said Das, 'There is no big industry. Sanatina cannot give work to many people . It's not just having a certificate in hand.'

Alam said that they are looking for long-term employment. "The work we need is every 12 months". You can get a job for a couple of months. What will happen to this,' Alam said, 'If work is always done, there is no need to wander around.'

Under the Prime Minister's Employment Program, the employment coordinator at the local level works to keep the cost of the unemployed in his municipality. Out of which, 5254 people got work for only 78 days in 1757 projects run by the local level.

There are no jobs in the industrial sector of the east. According to Hikmat Karki, Chief Minister of Koshi Province, industrialization is shrinking day by day. National capital must be strong to get employment. The private sector should increase investment . If there is no investment, the industry will not open. There will be no employment after the factories are not opened,' he said, 'Due to policy weaknesses in credit flow, employers are suffering losses.'

According to National Labor Survey-2017, Koshi has 1.2 million 8 thousand labor force. Of which four lakh 44 thousand (15.2) are in the formal sector . There are 7 lakh 64 thousand (84.8) in the informal sector. The unemployment rate is 10.2 percent. It is very difficult to work in the formal sector . After not getting a job in the formal sector, they were forced to work in the informal sector for alternative employment. Workers working in the informal sector are not guaranteed social security. In which annual leave and sick leave benefits are not available. The workers are carrying their own responsibility .

'As many opportunities as there are in the Koshi area . That is also the majority of citizens across the border . They work cheaper than us. Employers choose them instead of us. They should not be given social security. There is no need to give sick leave and gratuity," Das said, "People from this place have to fly abroad. They come to this place from the borders to look for work.'

In the financial year 2078/79, 70 thousand people, including 10 thousand women, took new labor permits and went to work abroad. Jhapa (3.9 percent), Morang (3.6 percent) and Sunsari (3.1 percent) in Koshi are among the top 10 districts for foreign employment.

There are 52.1 percent unskilled, 7.6 percent unskilled, 40.2 percent skilled, 0.01 percent highly skilled and 0.04 professional. Being not skilled, they are not getting proper salary and service facilities . On the other hand, those who returned from foreign employment did not find work. Pasang Tamang of Kanepokhari Village-2, who returned from Qatar, said that he had to stay at home for a year. I worked in Saudi Arabia and Qatar for 4/4 years. I used to work as an AC mechanic there. The skill of going there was not used in Biratnagar," he said. I have to walk.'

According to Chandra Prasad Dhakal, president of the Federation of Nepalese Industries and Commerce, there is no meeting between employers and workers. ``We have work to do . Manpower is needed. But we are not finding the manpower we want," he said. "It is necessary to bridge this gap. The government had to create an environment that encourages domestic investors to create jobs. One lakh 35 thousand people including 3 thousand women from the province had returned from foreign employment . All three levels of government have failed to reintegrate them socially and economically at the local level. There is no validation of the skills we have learned anywhere. We are classified as people without skills," said Bhim Bahadur Tamang, who came with passport, citizenship and certificate of skills learned abroad.

The Foreign Employment Board had signed to start the program at 81 local levels including Koshi to start the socio-economic reintegration program of workers who returned from foreign employment. But the program has not been implemented effectively. Prime Minister Pushpa Kamal Dahal, who arrived to inaugurate the

fair, says that it is the government's policy to establish a job bank and prepare an integrated record of employment information. "An employment bank will be established by connecting the available job opportunities and the demand and supply of manpower in the labor market to an automatic system," he said. This is a priority of the state.'

Labor, Employment and Social Security Minister Dol Prasad Aryal says that foreign workers are taking opportunities in the internal labor market. Foreign workers are coming to Nepal. Nepali is going out. Why did this happen? Where is the problem? It should be identified", Aryal said, "The employer is looking for Nepali workers. Workers are not getting employers . Where is its gap ? We do bridge work.'
