In the Women and Social Affairs Committee meeting of the House of Representatives, MP Bindabasini Kansakar narrated the pain and immense injustice she had to face in the last 11 years of her life. In Thursday's meeting of the committee, Law Minister Padam Giri, ministry officials and MPs listened to him in silence. Photos from different times confirming the MP's speech were shown in the meeting room through a projector.

"Only I and my family know how I survived," MP Kansakar said in tears while demanding the implementation of the court's verdict in favor of acid attack victims. MP Kansakar, who is also a member of the committee, said that she has filed a petition and is demanding the execution of the court verdict regarding the incident.

Makwanpur district court judge Kamalraj Bista demanded the implementation of the decision on February 15, 2076. Kansakar became the subject of the parliamentary committee of which she is a member. In the committee, she said that one house was auctioned due to non-payment of the loan taken during the treatment and the bank is continuously issuing notices for the auction of another house. He said that his father had taken a loan to do business and at the same time after he was attacked with acid, he could not pay the loan amount as it was spent on treatment.

Kansakar said that she had submitted the matter to the parliamentary committee with the hope that one house would be saved if the government gave the money for the treatment according to the court's decision. One of the two houses in Hetaunda has already been auctioned and the other is in the process of being auctioned. Notices are coming frequently. My bank account has been frozen. I can't withdraw my allowance whenever I want. I am not able to use my account," she asked the law minister who is in charge of the parliament and the court, "Is this the justice a citizen gets? Today I am an MP. Nepal's justice really addresses the victim of an acid attack?' She had to live with the physical, mental, social and financial pain she was going through for 11 years and the government did not cover the treatment expenses set by the court.

Minister Giri did not have an answer to the question of when acid victims will get justice. Terming the incident on Kansakar as a brutal crime, Minister Giri said that no matter how many words he condemns it, it will be reduced. He said that there is no law to prosecute the perpetrators of acid attacks on Kansakar. Giri told the committee that recently there was a law to give speedy justice and compensation to acid victims. Minister Giri became emotional saying that the issue of Kansakar's incident and not getting the treatment expenses according to the verdict is serious. He wiped his tear-soaked eyes after listening to Kansakara's plight.

Kansakar submitted a petition to the parliamentary committee after she received assurances that it would be done when she submitted a copy of the judgment from the agencies under the court and the government officials to the Prime Minister. Based on the same application, the committee discussed it for the second time on Thursday.

Even the MP who suffered from acid did not get compensation, the house was auctioned due to treatment expenses On the morning of May 9, 2070, Dilipraj Keshari from Uttar Pradesh, India splashed acid on his face while he was sitting in his shop in Kansakar Hetaunda. 38-year-old Keshari had proposed marriage to Kansakar, who was 20 years old at the time, and threw acid on Jhok when she rejected it. After the acid attack, Sanjay Kumar Mandal of Dhanusha helped him drive away. Keshari and Mandal went to India and hid for 6 years. The police arrested Keshari on November 14, 2076 and Mandal on November 21. After the arrest of both criminals, on February 15, 2076, District Judge Kamalraj Bista sentenced Keshari to 8 years in prison and a fine of 1 lakh. Mandal was sentenced to 2 years and 6 months imprisonment and a fine of Rs 40,000.

The court also decided that the victim Kansakar will get 14 million 85 thousand treatment expenses. It was decided that the victim's treatment expenses will be paid by the perpetrator and if it is not possible, the victim will be able to take the amount deemed suitable by the government from the victim's relief fund. According to the verdict, Keshari, involved in the crime, has served half of his prison sentence, while Mandal has been released.  Since

, the victim Kansakar has had to struggle from the court, the government to the parliament for the implementation of the verdict. Since the judgment was verified on 13th May 2077, Kansakar has been running to various agencies from Hetaunda to Kathmandu in the hope of implementation. The staff of the district court spent three years thinking that compensation would be a matter of pride. "The court has decided in my name that I will get treatment expenses. There was also the thought that the government has eaten this money," she said at the parliamentary party's office in Singha Darbar on Friday.

Even the MP who suffered from acid did not get compensation, the house was auctioned due to treatment expenses Kansakar became active in politics after her face was burnt with acid and her body became a bit tighter. In March 2079, she became an MP from RSWP. After that, he started thinking about how to implement the verdict. Supreme Court judge Sapna Pradhan Malla told him, 'Your case is long ago, why haven't you received compensation yet? she asked. Malla also told Kansakar that the decision to give the amount to the victim had not been made before. Judge Malla also suggested to go to the victim relief fund.

According to the suggestion, Kansakara reached the victims' relief fund. About 4 months ago, I received a call from the Treasury and said, 'Since your amount is too large, we have sent a letter to the Ministry of Law because we could not take a decision.' Then the then Law Minister Dhanraj Gurung also said that a decision should be taken from the Council of Ministers and he should meet the Prime Minister for that. The secretary argued that the decision was made to 'provide only the appropriate amount to the government'. Kansakar, disappointed with the interpretation of the secretary's decision in the Law Ministry, went to meet Prime Minister Dahal. However, Kansakar told that she did not get an answer as to what happened even after the Prime Minister said 'Yes' for months. However, after the court decision was not implemented, Kansakar wrote a letter to Deputy Prime Minister and Home Minister Ravi Lamichhane, who is also the chairman of her own party, on May 30. "Not verbally, I submitted a petition at home saying that I will submit the petition," she said.

Apart from that, she also wrote a letter to the Ministry of Law, Ministry of Women and the Women's Committee of the Parliament. On May 1, she filed a petition in the parliamentary committee. I am a member of the House of Representatives. As a Member of Parliament, I am able to meet with the Prime Minister and Home Minister. But if a common man runs like this, the amount of compensation will be the same," she said. "Who will pay the amount according to the court's decision?" She believes that there is a problem because the court has not written clearly how much compensation will be received.  In the

verdict, it has decided in the name of the government that the future treatment expenses will be given. However, he has to go to various agencies without getting the same treatment as before. It has been written in the verdict that there will be treatment in the future as well and the expenses should be paid. It should be given, but who will give it? But where to take the treatment bill? "Where will I get the money after showing that decision?" she said, "The victim doesn't know the process, the staff just moves it around." The loan amount taken out by his father Madhusudhan Kansakar to start a business was used for medical expenses. Now one of the mortgaged houses has been auctioned and the other is in the process of being auctioned. The father and daughter's bank account has also been frozen. She told that MP's salary is enough to eat and stay in Kathmandu.

Even the MP who suffered from acid did not get compensation, the house was auctioned due to treatment expenses Kansakar is still undergoing treatment. I went to a hospital in Madurai, Tamil Nadu, India. I went regularly before covid, I went in the two years after that,' she said, 'After 1 year, it has been two years since I was called for follow-up, I haven't been able to go. The notice of the house auction has arrived, it is not left. It takes 15 to 20 days to go there, get treatment and come back.

She said that the money she had saved for treatment in the past and saved from her salary after becoming an MP was in the bank and when the account was frozen she could not use it either. The account in Citizens Bank Hetaunda branch where the money was deposited for the treatment has been closed. Sometimes 2000 or 3000 was left in a month. This money is not used,' she said.

During the conversation, Kansakar also told the story of how the Law Minister became emotional after seeing the picture while he was in pain. "The law minister got emotional yesterday, seeing my pictures," she said, "I have come here after suffering that." The pain of burning is different. It's time for the criminal to be released from prison, but the decision made in favor of the victim has not yet been implemented, adding to the grief.
