Even after six years of establishment, Lumbini state government is facing shortage of staff. The State Public Service Commission was formed 4 years ago with the aim of preparing the state's own employees and filling the shortage. However, due to the absence of a federal law, even the provinces have not been able to appoint administrative staff. On the technical side, some employees have been recommended by advertising.
Lumbini has ten ministries, State Assembly, State Planning Commission, Public Service Commission, State Infrastructure Development Authority, Information and Communication Technology Institute, State Training Institute, Attorney General's Office and 6 Directorates. All ministries, directorates, public service commissions and offices lack staff. Due to the failure of the federal government to bring the Civil Service Act on time, the state government is having an impact on the lack of staff. Dilaram Bhattarai said. The Lumbini state government has already passed the State Civil Servants Bill. "Currently, only 50 percent of the posts are available in Lumbini province," he said, "so far we have recommended some employees for technical services." He said that even though the Civil Service Act has been passed, the regulations and procedures are being prepared.
According to Shyamalal Neupane, the officer in charge of personnel administration in the office of the Chief Minister and Council of Ministers of Lumbini Province, 3 thousand 839 permanent posts have been approved for the government of Lumbini Province. Among them, only 1,940 people are working now. This number is nearly 50 percent of the requirement . The lack of staff has affected the progress of the government, from planning to budget implementation. Lumbini province is the weakest compared to 7 provinces in the performance evaluation which is considered important for financial transfer recommendations .
In the assessment made by the National Natural Resources and Finance Commission based on 10 different indicators, Koshi Province is the first and Lumbini Province is the seventh. Leaving aside the indicator of electronic portal operation, Koshi has scored 30.89 percent out of the 90 points assigned and has become the first in the state, while Lumbini is the weakest at 16.99 percent.
Vice President of Lumbini Province Planning Commission Dr. Nahkul KC said that the lack of staff is affecting the performance of the government. "From planning to its implementation, it is affecting performance," he said.
The office of the Chief Minister and the Council of Ministers has been managing the staff in the ministries and subordinate bodies of Lumbini Province. However, there is a lack of staff in the office of the Chief Minister and the Council of Ministers. According to the personnel administration branch officer, 2 out of 3 secretaries are working in the Chief Minister's office. There is only one person in the post of 8 people in Deputy Secretary . He said that only 6 people are working among the 9 authorized posts.
The secretaries of the provincial ministry had submitted a report one and a half months ago for immediate management saying that there is a problem in the overall performance due to lack of staff. The government has not been able to listen to that too . Even the 109 local levels in the province have not been able to manage the staff. Due to lack of staff, the local level is also running the work by keeping staff on contract. Out of the 109 local levels of Lumbini, 26 local levels are running on the same basis.
The provincial government has not been able to spend the budget according to the target due to lack of staff. At the end of 8 months of the current year, the expenditure towards development is only 25.41 percent. Deepak Gyawali, head of Lumbini Province's Treasury and Accounts Control Office, said that only 5 billion 13 million 46 lakh 75 thousand rupees have been spent on capital till the end of February. Sarka had allocated 23 billion 25 crore 69 lakh rupees towards capital for the year 2080/081. "According to the time, the percentage of expenditure seems to be low," he said, "I have heard that most of the plans could not go through the contract process due to lack of staff." 55 advertisements were made for 1 thousand 553 posts . In which 180 thousand 176 people applied. According to the commission, 1 lakh 12 thousand 550 candidates took the written exam in 1 thousand 150 examination centers. Among them, the results of some of the technical staff have been published and recommended in the work area, and some are in the process of being published, according to the commission.
State Public Service Commission was formed in Lumbini on 28th July 2076. There are ministries and subordinate offices, agencies and 119 local levels of the provincial government in the jurisdiction of the commission. However, even in the office which is the jurisdiction of the commission, the staff is not being filled . Bhattarai, chairman of the commission, said that out of the 55 advertisements issued by the commission, 3 have been recommended after completion of their performance and the others are undergoing interviews after the written examination. "We have recommended 1 Kaviraj in the fifth level for health services and 11 people in the state civil service, 10 for health assistants in the fifth level for advertising health services," he said. It is affecting the development of talent.'
Commission requested the government to approve the posts by asking for the required manpower, but it was not approved and there was a lack of staff and the commission itself could not do its work effectively, he said. It had advertised for 1,553 posts of Non-Technical (Assistant Level 5) 243, Non-Technical (Assistant Level 4) 110, Technical (Assistant Level 5) 593 and Technical (Assistant Level 4) 607 . The head of Lumbini province, Amik Sherchan, said that the federal government is weakening due to the fact that the federal government does not make the most necessary laws for the province.
