Executive meeting of Kathmandu Metropolitan City could not be held on Wednesday. Confusion persisted regarding the introduction of policies, programs and budgets for the financial year 2082/83 of the Metropolitan Municipality.
Navin Manandhar, the ward president and spokesperson of Kathmandu Metropolitan City-17, has warned that if Mayor Balendra Shah and Deputy Mayor Sunita Dangol do not convene an executive meeting within two, the ward presidents of the majority party will call a meeting together.
He said that Mayor Shah and Deputy Mayor Dangol were given two days ultimatum as the Local Government Operation Act 2074 provides that the ward presidents of the majority party can convene a meeting together. "The people's budget was not stopped due to the dispute between the mayor and the deputy mayor," he said, "Now the upcoming Municipal Assembly will be led by the Nepali Congress." The Congress (97 seats) also has a majority in the 162-member Municipal Assembly.
Kathmandu's Mayor Balen, Deputy Mayor Sunita Dangol and Chief Administrative Officer Saroj Guragai have been unable to bring the budget on time for the first time.
The meeting of the executive committee has not been held since last December due to the dispute regarding the approval of the construction map of the Kathmandu Tower building. Guragai, the chief administrative officer, is accused of approving the construction of the Kathmandu Tower without completing the map process. The Abuse of Authority Investigation Commission is investigating this matter.
