Saroj Guragai, Chief Administrative Officer of Kathmandu Metropolitan City, was brought to appear by the employees of the metropolis to break the lock.
Balendra Shah, the head of the metropolis, also mobilized the city police to Gurgai. But it was the employees of the metropolis who made Guragai enter by breaking the lock of his office.
After three months and 14 days, Guragai came to appear in the office on Thursday. Gurgai was kept on home leave from last January 7. Since he was not in the metropolis, all financial transactions including employees were stopped for three months.
From Thursday morning to noon, city police were deployed in the metropolis to prevent the chief administrative officer from appearing at Gurgai. On the other hand, the employees were forcing Guragai to enter the office anyway.
At the same time, after an informal meeting with Sunita Dangol, the deputy head of the metropolis, and members of the executive, Guragai was allowed to enter the working room by breaking the lock.
In an informal meeting, Raju Pandey, the city police chief of the metropolis, was questioned by deputy chief Dangol as to whether he was locked in a written order or a verbal order. In response, Pandey responded to the verbal order.
Before that, in a meeting with Guragai, Deputy Chief Dangol told Mayor Shah not to sit in the room and give instructions, but to come to the office and take initiatives to solve the problem.
The Ministry of Federal Affairs and General Administration had sent a letter on 21st February asking Gurgai to make an environment to appear in the metropolitan city.
