A dispute suddenly breaks out between customers who have come to the casino at Hotel Nirvana Luxury International and are sitting and drinking by the swimming pool. After that, both groups of customers start leaving.

In the CCTV footage obtained by the police, the Indian customer leaves the hotel first and sits outside the gate. At that moment, the Nepali customer leaves on a motorcycle. The person on the motorcycle heads straight for their destination. The Indian stops the motorcycle without saying anything. He immediately approaches the motorcycle and punches the Nepali customer, knocking him down. He gets up, who has fallen with the motorcycle, and hits both the Indians with his helmet, causing them to fight.

After some pushing and shoving, the Indian takes out a pistol from his shirt and shoots the Nepali customer. The Nepali customer reaches the hotel, dodging the bullet. The bullet aimed at him hits the wall of the guardroom where the security guard lives. The bullet fragments that bounce off the wall hit the security guard Min Bahadur Pariyar in the leg and causes minor injuries.

This scene is from last Monday midnight.

Last Wednesday, a meeting was held between the Chief District Officer, District Police Chief, Revenue Investigation, representatives of commercial organizations and casino operators. In the meeting, the administration directed the casino operators to conduct security checks, prevent the entry of Nepalis with Indian Aadhaar cards and comply with the terms and conditions of the casino regulations. ‘We asked them to operate their businesses in accordance with the freedom granted by the constitution by adhering to the rules,’ said Chief District Officer Madhav Prasad Pokharel, ‘We have asked them to follow the policies, standards and conditions in the casino regulations.’ After the

meeting, the Revenue Investigation Office, Butwal, also wrote to the casino on Wednesday, demanding details and information on nine different points. Since it needs to obtain necessary information on revenue leakage/control, it has asked them to submit details for the current year from 2081/082 within three days. The Revenue Investigation has asked for details of what type of license the casino has obtained and details of the games currently being played, as per Sub-rule 2 of Rule 14 of the Casino Regulations 2082. Similarly, details as per Rule 18 of the said regulation, details of cash and financial transactions, details of incidental profit tax filing, details of Nepalis entering using Aadhaar card, whether or not there has been a transaction of banned Indian notes, whether or not the rule to keep CCTV camera records for at least 6 months has been followed, and details of tax payment for the last fiscal year and license renewal for the current fiscal year have been requested.

Casino entrepreneurs have claimed that the Revenue Investigation Office has gone beyond its jurisdiction and demanded details. 'We have been submitting the details requested by the Revenue Investigation Office to the Inland Revenue Office,' said a businessman, 'Revenue Investigation can only be interested in banned notes.' The businessman said that the office was trying to scare investors by asking for details to be submitted to the Inland Revenue Office. The businessman said that questions have been raised about the security arrangements in Bhairahawa since the person and weapon involved in the shooting incident at the hotel have not been found so far. At such a time, the administration and revenue investigation have created 'panic' by sending letters to monitor and take action against the need to create an environment for business operations by making security arrangements.

Subash Shrestha, head of the Revenue Investigation Office, Butwal, said that the office has demanded details to understand whether the casinos have paid profit tax or not and to prevent the risk of revenue leakage. 'If there is suspicion of revenue leakage, we can ask for details,' he said, 'by Sunday, two casinos have submitted details. Others have also said they will submit.'

Tourism entrepreneurs in Bhairahawa have claimed that their business has declined due to the fear of increased security checks, warnings and monitoring by the police after the shooting. After the incident, the entrepreneurs allege that the police have started reaching into the pockets of Indian tourists in the name of security checks. Most Indian tourists have flocked to hotels, casinos and restaurants in and around Bhairahawa. Businessmen say that the number of customers at star hotels and casinos has decreased after the shooting incident a week ago.

Siddhartha Hotel Association President Chandra Prakash Shrestha (CP) said that businessmen should be vigilant to prevent a repeat of the shooting incident in the future and that the administration should be vigilant to minimize such incidents. ‘Businessmen should also check customers when they enter and keep a record of their identities, and CCTV cameras should be installed so that the faces of people entering the casino are clearly visible,’ he said. ‘The administration should also take precautions by keeping in mind that customers will not come while being very strict.’ He said that the environment in which businessmen are criticized for allowing Nepalis to enter some casinos should be prevented.

Although the district police mobilized police immediately after the shooting incident, the person and the weapon involved have not been found yet. District Police Spokesperson DSP Suraj Karki said that an investigation is underway by conducting a technical analysis of the incident and collecting information manually. The police have coordinated with their Indian counterparts to reach suspicious locations in India and conduct searches. The police have also searched for weapons in the bushes in the vacant areas of Bhairahawa. 'No weapons have been found so far,' he said, 'We have collected all the necessary materials for the investigation.' Stating that security in the Bhairahawa area has been tightened after the incident, he said that there was no intention to cause anyone any trouble during the investigation.
