It has been observed that when there is a strong government, the parliament becomes its own pawn, and when there is a weak government, it falls under the shadow of the formation and dissolution of the government. Due to this situation, despite the adoption of the parliamentary system, the supremacy, dignity, and effectiveness of Nepal's parliament could not be established.
