Breaking the nearly two-year-old power alliance with the UML in Karnali Province, the Nepali Congress has prepared to form a coalition government with the Nepali Communist Party (NCP). 16 lawmakers from both parties filed a no-confidence motion against Chief Minister Yamalal Kandel in the Karnali Provincial Assembly on Thursday. According to the Provincial Assembly Secretariat, 11 lawmakers from the NCP, including 5 lawmakers from the Congress, have filed a no-confidence motion. The UML and the Congress have been in power since 2081 Shrawan. On Wednesday morning, four ministers from the Congress who were part of the government resigned en masse. However, the Congress has not formally withdrawn its support to the government.

The motion states that a written no-confidence motion was submitted in accordance with Article 188 (4) of the Constitution and Sub-rule (2) of Rule 152 of the Karnali Provincial Assembly Rules, 2079 BS. The lawmakers who submitted the no-confidence motion have proposed Karnali Provincial Assembly member Jeevan Bahadur Shahi for the post of Chief Minister of the Karnali Provincial Government in accordance with Article 188, Clause (5) of the Constitution of Nepal. NCP lawmaker Bhim Prakash Sharma said that a request has been made to include the matter in the agenda of the upcoming Provincial Assembly meeting and discuss it.

UML parliamentary party leader Kandel was appointed Chief Minister on Chaitra 10, 2080. UML, which initially formed a power alliance with the former Maoists, collaborated with the Congress after about 5 months as per the agreement reached at the center. According to which, four lawmakers from the Congress became ministers, while the UML got the responsibility of the Chief Minister, two ministers, and one minister of state.

Although there was a power-sharing agreement between the two parties to lead the government for half the term, the power equation shifted to a different level after the Chief Minister refused to do so, Congress lawmaker Bedraj Singh said. ‘It was thought that the Chief Minister would pave the way after our ministers resigned,’ he said, ‘but after seeing his intention to move the government forward, the no-confidence motion was registered.’

The Congress has not yet reached any formal agreement with the NCP, said NCP MP Krishna Bahadur GC. ‘The no-confidence motion was registered based on informal discussions,’ he said, ‘The Center will also take some decisions on how to move forward in the coming days, and there will be some initiatives from our side as well.’

The largest party in the 40-member Karnali Provincial Assembly, the Congress, has 15 MPs. UML has 10, including the Speaker, Nepali Communist Party (NCP), 13 and RPP has 1 MP. The NCP has taken action against one MP from the party. He has also signed the no-confidence motion.

Government spokesperson and Minister for Land Management, Agriculture and Cooperatives Binod Kumar Shah said that no decision has been made on how they will move forward. “There has been no discussion on this in the party,” he said. “The Chief Minister should also decide by tomorrow what to do.”
